Registrations to start a hotel, homestay or travel business

Hotels, homestays and travel agencies need municipal, food-safety and fire approvals, plus GST once turnover crosses the threshold.

Your checklist

The order to do them in

Some registrations need another one first — this is the sequence that avoids rework.

  1. Register the entity; a homestay also registers under the state tourism scheme.
  2. Trade licence and Shops & Establishments for the premises.
  3. Fire NOC if the building crosses the state's limit.
  4. FSSAI if you serve food.
  5. GST once turnover nears the threshold.

Go further

After the registrations come the returns and filings that keep you compliant.

Common questions

What people starting a hotel or travel business ask us most.

Does a homestay need registration?

Most states run a homestay or bed-and-breakfast scheme through the tourism department; registering under it is usually required to operate and to get the scheme's benefits.

Is a fire NOC needed for a small hotel?

It depends on your state's rules — usually the number of rooms, the floor area or the building height decides.

Does a hotel need FSSAI if breakfast is included?

Yes — serving food, even complimentary, makes you a food business operator.

Tell us what you are building. We map every registration.

A CA or CS confirms which of these apply to you, in your state, and handles the ones we cover.
