Tea Buyer Registration in brief
Who it applies to, what it costs, how long it takes and which law governs it — before the details.
A Tea Buyer Registration Certificate is issued by the Tea Board of India under paragraph 4 of the Tea (Marketing) Control Order, 2003. No buyer may buy tea from a public tea auction licensed by the Tea Board, or directly from a tea manufacturer, without a valid registration. “Buyer” includes consignees and commission agents who receive tea by stock transfer from a manufacturer. The application is made in Form C, the certificate is issued in Form D, and registered buyers file a quarterly return in Form F.

What Is Tea Buyer Registration?
A quick, plain-language explanation before the details.
It is the Tea Board’s registration that lets a business buy tea at auctions or straight from tea factories.
Paragraph 4(1) of the Tea (Marketing) Control Order, 2003 (S.O. 1(E), made under section 30 of the Tea Act, 1953) prohibits any buyer from buying tea from a Tea Board-licensed public tea auction or directly from a manufacturer except under a valid registration. Applications are made in Form C and the certificate is granted in Form D.
The Registering Authority is the Chairman of the Tea Board of India under the Ministry of Commerce & Industry. Applications are filed through the Tea Board’s online licensing system.
As the Order reads, buyer registration has no fixed expiry and no annual renewal; it continues unless the Board cancels or suspends it. (Broker and auction-organiser licences under the same Order, by contrast, expire every 31 December.)
