Tobacco Board Registration in brief
Who it applies to, what it costs, how long it takes and which law governs it — before the details.
The Tobacco Board — a statutory board under the Ministry of Commerce & Industry, headquartered in Guntur — registers tobacco traders under the Tobacco Board Act, 1975. Section 12 says no person shall export tobacco or tobacco products, or function as a packer, auctioneer or dealer in tobacco, without registering with the Board; section 11A requires processors and manufacturers of Virginia tobacco to register. Registration runs for the calendar year and must be renewed every year. E-filing on the Board’s portal is mandatory. This is separate from the Board’s RCMC, which exporters use for Foreign Trade Policy benefits.

What Is Tobacco Board Registration?
A quick, plain-language explanation before the details.
It is the Tobacco Board’s yearly registration that lets a business export, deal in, pack or process tobacco legally.
Section 12 of the Tobacco Board Act, 1975 prohibits exporting tobacco or tobacco products, or functioning as a packer, auctioneer or dealer in tobacco, unless registered with the Board under the rules. Section 11A requires processors and manufacturers of Virginia tobacco to register. Conditions of registration are laid down in the Tobacco Board Rules, 1976, including rules 34-E, 34-I and 36.
The Tobacco Board, Guntur, under the Department of Commerce, Ministry of Commerce & Industry. Fresh and renewal applications must be e-filed on the Board’s portal; manual applications are not entertained.
Registration is for a calendar year. Every category of trader must register or renew each year, within the dates the Board notifies. Renewal requires the statutory returns under the Tobacco Board Rules to have been filed on time.
