Consumer Complaint Filing in brief
Who it applies to, what it costs, how long it takes and which law governs it — before the details.
A consumer complaint is filed under the Consumer Protection Act, 2019 before a Consumer Disputes Redressal Commission when you suffer from defective goods, deficient services, unfair trade practices, misleading advertisements or overcharging. It is filed based on the value of goods/services and compensation claimed — District Commission up to ₹50 lakh, State Commission ₹50 lakh–₹2 crore, and National Commission above ₹2 crore. The complaint must generally be filed within 2 years of the cause of action, and can be e-filed online through the e-Daakhil portal. What Is Consumer Complaint Filing?
A quick, plain-language explanation before the details.
A consumer complaint is a formal case you file before a Consumer Commission asking for relief — refund, replacement, repair or compensation — when a seller or service provider has wronged you as a consumer.
Under the Consumer Protection Act, 2019, a consumer or a recognised consumer association can file a complaint against a defect in goods, a deficiency in services, an unfair or restrictive trade practice, a misleading advertisement, overcharging, or hazardous goods/services, before the Commission having pecuniary and territorial jurisdiction.
Complaints are adjudicated by the District, State and National Consumer Disputes Redressal Commissions, and can be e-filed online through the e-Daakhil portal.
A complaint must ordinarily be filed within 2 years from the date the cause of action arose; a delay may be condoned only for sufficient cause recorded by the Commission.

Proof of Transaction
Establish the purchase / service- Tax invoice / bill / receipt of purchase
- Order confirmation or booking details
- Warranty / guarantee card
- Service agreement or contract, if any
- Proof of payment (bank / card / UPI statement)
Grievance Evidence
Prove the defect or deficiency- Photos / videos of the defective goods
- Emails, chats and complaint tickets with the seller
- Advertisement or promise relied upon
- Expert / inspection report, where available
- Medical or damage records (product liability)
Complainant & Party Details
Identity and address of both sides- ID & address proof of the complainant
- Full name and address of the opposite party
- Any earlier legal / demand notice sent
- Copy of previous replies from the opposite party
- Details and computation of the relief claimed
Mind the 2-year limitation
File within 2 years of the cause of action. If delayed, a separate application for condonation of delay explaining sufficient cause must accompany the complaint.
File in the right forum
The Commission is decided by the value of goods/services plus compensation — District up to ₹50 lakh, State ₹50 lakh–₹2 crore, National above ₹2 crore. Filing in the wrong forum causes return of the complaint.
Affidavit is mandatory
The complaint must be supported by an affidavit verifying the facts, along with a list and copies of the documents relied upon.
State the relief clearly
Specify exactly what you seek — refund, replacement, removal of defect or compensation — with a computation, so the Commission can grant appropriate relief.
