Schedule III explained: this guide covers what it means, who it applies to, the step-by-step process, documents required, fees, due dates and penalties in India — so you can stay compliant with confidence and avoid costly mistakes.
Schedule III is the list of forms the Registrar and the Board use, not the public. There are nine: the notice of non-completion (OLD-1), the certificate of registration (OLD-2), a Board notice on royalty (OLD-3), the certificate for a layout-design agent (OLD-4), the notice of a registered user (OLD-5), the notice of cancellation of a registered user (OLD-6), the Board's notice of rectification (OLD-7), the Board's notice of cancellation (OLD-8) and the Board's notice of review (OLD-9). A party does not file them but receives them, and the periods they start matter.
This article reflects the Rules as amended up to G.S.R. 689(E) dated 14 September 2012 (the only amendment). Check sicldr.gov.in for later notifications and current forms. If you receive one of these notices, a legal consultation can help read the period it starts. Rule 11(1) says the forms in Schedules II and III shall be used where applicable.
OLD-1 gives twenty-one days to complete registration (section 13(3), rule 43). OLD-2 is the certificate of registration (section 13(2), rule 46(1)) and says registration is for 10 years from the first date given. OLD-5 and OLD-6 notify a registered user and a cancellation application (rules 57, 60). OLD-3, OLD-7, OLD-8 and OLD-9 are Appellate Board forms, so they carry the Chapter VIII line: no commencement notification was found for sections 32 to 53 (and 55). OLD-4 is the agent's certificate (rule 99).

The list gives "51(2)" as the section for OLD-9 while the form itself cites section 51(3); the form text is the one that matches section 51(3) on review. No fee is printed against any OLD form in Schedule I.
The Registrar's forms
OLD-1: notice of non-completion
This is the notice under section 13(3) when registration has not been completed within the twelve months by reason of the applicant's default. It states the application number and date, says registration "has not been completed by reason of default on the part of the applicant" and that, "unless registration is completed within twenty-one days from the date of this notice, the application will be treated as abandoned." It is signed by the Registrar. Rule 43 says the notice goes to the principal place of business in India, or the address for service, or to the agent with a duplicate to the applicant.
Two drafting slips are visible in the printed form: it says "as required by section 13(1)" where the rule and the form's own heading cite section 13(3), and it names the Act as "the Semiconductor Integrated Circuits Layout-Design Act, 2001" where the Act is of 2000. The Act's section 13(3) and the rule govern. The effect of the twelve-month rule is explained in sections 13 to 15.
OLD-2: certificate of registration
A Government of India document from the Registry, giving the layout-design number and date, certifying that the layout-design (with a drawing or photograph, complete or blocked out, annexed) "has been registered in the register in the name of" a named proprietor as of a stated date, sealed at the Registrar's direction. The form adds three statements, described here and not reproduced:
- registration is for 10 years from the date first mentioned in the certificate;
- the certificate is not for use in legal proceedings or for obtaining registration abroad (for those, a certified copy or certificate under rules 88 and 89 is the route); and
- on any change of ownership, or of the principal place of business or address for service in India, the change should at once be registered.
The ten-year statement matches section 15 of the Act, which counts the ten years from filing or from first commercial exploitation, whichever is earlier; the certificate counts from the date first mentioned in it. The wording of a given certificate should be read with section 15. The certificate details are in Rules 44 to 46.
OLD-4: the agent's certificate
A certificate that a named person was registered on a stated date in the register of layout-designs agents "maintained under rule 96". The rule that creates the register is rule 93, and rule 99 prescribes the certificate; the Schedule III list cites "Rule 100" for it. Read the form as the rule 99 certificate.
OLD-5 and OLD-6: registered user notices
OLD-5 records that the proposed registered user has been registered under section 25(2) and gives notice to the other registered users under section 25(3). Rule 57 also requires it to go to the proprietor and the registered user and to be inserted in the journal. OLD-6 notifies the proprietor and registered users that an applicant has filed to cancel the registration of a registered user, stating the grounds; see Rules 59 to 62.
The Board's forms
OLD-3, OLD-7, OLD-8 and OLD-9 are issued by the Appellate Board. No notification bringing sections 32 to 53 (and 55) into force was found in the India Code record or on the Registry's notifications page (checked 3 October 2026); check the current position before relying on them. The Act gives no other forum for these matters.
| Form | What it does |
|---|---|
| OLD-3 | Gives notice that an applicant has filed a royalty application; the opposite party may oppose within thirty days of service on Form LD-28; states the date the application will come up. The printed form names the Act as "2001" |
| OLD-7 | Tells the Registrar what rectification or correction to make in the register, signed by an authorised officer of the Board |
| OLD-8 | Gives notice of a cancellation application with a copy; the opposite party may reply within thirty days of service; states the date it will come up |
| OLD-9 | Gives notice of a review of a decision permitting use, with the grounds and the hearing date, to the person authorised to use the layout-design |
A worked example
A start-up's application has been accepted but registration is incomplete because a requested document is outstanding; twelve months after filing, the Registrar sends Form OLD-1 to its agent with a duplicate to the start-up, giving twenty-one days. It completes the registration in time. The certificate arrives on Form OLD-2, which states registration is for 10 years from the first date given and is not for use in legal proceedings or for registration abroad. Later it registers a licensee; the other registered user receives Form OLD-5, and when a rival applies to cancel the licensee's entry, the proprietor receives Form OLD-6.
