Budget 2025 — Key TDS Threshold Changes

Budget 2025 raised several TDS thresholds (mostly to reduce small deductions) and removed one compliance burden. The rates themselves were largely unchanged; it is the exemption limits that moved.

194H rate was also cut from 5% to 2% and 194-IB from 5% to 2% with effect from 1 October 2024.

Section 206AB is gone from 1 April 2025

The higher-rate deduction for payees who had not filed their income-tax returns (Section 206AB) was omitted with effect from 1 April 2025 by the Finance Act 2025. You no longer run a return-filing compliance check on each vendor — only the missing-PAN rule (20% under Section 206AA) survives.

Higher-rate rules

No PAN & Inoperative PAN — 20% TDS

When a resident payee does not furnish a valid PAN, TDS is deducted at the higher of the applicable rate or 20% under Section 206AA. If PAN is inoperative (not linked with Aadhaar), it is treated as unfurnished, and the same higher rate applies.

A missing or inoperative PAN turns a 1% deduction into 20%. Verify PAN status and Aadhaar-linking before the first payment — the higher deduction cannot be reversed by the deductor, only claimed back by the payee in their ITR.

New law: section numbers change from AY 2026-27

Under the Income-tax Act, 2025, TDS provisions are renumbered — salary 192 → 392 and the 194-series → Section 393. The rates and thresholds are unchanged; for FY 2025-26 filings the familiar 194-series references still apply and are what most deductors continue to use.

Which financial year does this TDS chart cover?
This chart covers FY 2025-26, i.e. AY 2026-27, and reflects the threshold changes made by Budget 2025. The rates are for resident payees. Non-resident payments are governed by Section 195, which has its own rates plus surcharge and cess and depends on the applicable Double Taxation Avoidance Agreement (DTAA).
Are the TDS rates the same for FY 2026-27 under the new Income-tax Act 2025?
The rates and thresholds carry over largely unchanged, but the section numbers change under the Income-tax Act, 2025 (applicable AY 2026-27): salary moves from 192 to 392 and the 194-series to Section 393. For FY 2025-26 deductions and returns, the familiar 194-series references still apply and are what most deductors use.

What is the TDS rate on contractor payments (194C)?
Under Section 194C, TDS is 1% where the contractor is an individual or HUF and 2% for all other payees. No TDS if a single payment is ₹30,000 or less AND the aggregate to that contractor in the financial year stays at or below ₹1,00,000; once either limit is crossed, deduct on all payments to that contractor.
What is the TDS rate on professional fees (194J) for FY 2025-26?
Section 194J is 10% on professional fees and 2% on technical services and royalty for films. Budget 2025 raised the threshold from ₹30,000 to ₹50,000 per year, so no TDS is required until payments to the payee cross ₹50,000 in the financial year.
What is the TDS rate on rent (194I) and what is the new threshold?
Section 194I is 10% on rent of land, building or furniture and 2% on rent of plant and machinery. Budget 2025 raised the annual threshold from ₹2,40,000 to ₹6,00,000, so TDS is required only once rent to a landlord exceeds ₹6 lakh in the financial year. Rent paid by an individual or HUF not under audit is covered instead by Section 194-IB at 2% above ₹50,000 per month.
What is the TDS rate on interest (194A) for banks and senior citizens?
Interest from banks, co-operative banks and post office is subject to 10% TDS once it crosses ₹50,000 in the year (₹1,00,000 for senior citizens after Budget 2025). For interest other than from banks, the threshold is ₹10,000. Submit Form 15G/15H to the payer if your total income is below the taxable limit to avoid TDS.
What is the TDS rate on commission or brokerage (194H)?
Section 194H is 2% on commission or brokerage (reduced from 5% with effect from 1 October 2024). Budget 2025 raised the threshold to ₹20,000 per year, so no TDS is required until commission or brokerage to the payee crosses ₹20,000 in the financial year.
What is the TDS rate on purchase of goods (194Q) and sale of goods (206C-1H)?
Section 194Q requires the buyer to deduct 0.1% TDS on purchase of goods above ₹50 lakh from a resident seller in the year. Section 206C(1H) requires the seller to collect 0.1% TCS on sale of goods above ₹50 lakh. Where 194Q applies, the buyer deducts and 206C(1H) does not apply on the same transaction.
No PAN & Non-filers
What is the TDS rate if the payee does not have a PAN?
If a resident payee does not furnish a valid PAN, TDS is deducted at the higher of the applicable rate or 20% under Section 206AA. If PAN is inoperative because it is not linked with Aadhaar, it is treated as not furnished and the same higher rate applies. Always collect and verify PAN before the first payment.
Do I still have to deduct higher TDS for non-filers of income-tax returns?
No. Section 206AB, which required a higher deduction for payees who had not filed their income-tax returns, was omitted with effect from 1 April 2025 by the Finance Act 2025. For FY 2025-26 you only need a valid PAN; a missing or inoperative PAN triggers the 20% rate under Section 206AA.
Is there TDS on cryptocurrency and virtual digital assets?
Yes. Section 194S requires 1% TDS on transfer of virtual digital assets (crypto, NFTs) when consideration exceeds ₹50,000 in the year (₹10,000 for specified persons). The buyer or the exchange deducts it. This is separate from the flat 30% tax on VDA gains under Section 115BBH.

By when must TDS be deposited and returns filed?
TDS deducted must be deposited by the 7th of the following month (for March, by 30 April). Quarterly returns are Form 26Q for non-salary TDS and Form 24Q for salary. The deductor issues Form 16A (non-salary) or Form 16 (salary) to the payee. Late deposit attracts 1.5% per month under Section 201 and late filing ₹200/day under Section 234E.
Is TDS deducted on the GST component of an invoice?
No. Where GST is shown separately on the invoice, TDS is deducted only on the value of the goods or services excluding GST, as clarified by CBDT Circular 23/2017. If GST is not shown separately, TDS is deducted on the whole invoice value.
Where can I see the TDS credited against my PAN?
The TDS deducted on your income appears in Form 26AS and in your Annual Information Statement (AIS) on the income-tax portal. Reconcile these against your own records before filing your ITR so you claim the correct TDS credit; mismatches are a common cause of refund delays.
