GST Annual Return (GSTR-9 / 9C) Checklist

A structured checklist to reconcile the year and file GSTR-9 and, where applicable, GSTR-9C.

GST ANNUAL RETURN CHECKLIST (GSTR-9 & GSTR-9C)

For FY 2024-25 · Due 31 December 2025 · GSTR-9 if turnover exceeds Rs. 2 crore, GSTR-9C above Rs. 5 crore

Preparation

  • ☐ Confirm applicability – aggregate turnover across all GSTINs on the PAN
  • ☐ Collate all 12 months of GSTR-1, GSTR-3B and GSTR-2B
  • ☐ Obtain the audited financial statements / trial balance

Turnover & Tax Reconciliation

  • ☐ Reconcile outward turnover in books with GSTR-1 and GSTR-3B
  • ☐ Account for amendments made in the returns of April-October
  • ☐ Bifurcate supplies into taxable, exempt, nil-rated and non-GST
  • ☐ Reconcile tax paid in cash and through ITC with the ledgers
  • ☐ Report any additional liability with DRC-03 payment

Input Tax Credit

  • ☐ Reconcile ITC availed in GSTR-3B with GSTR-2B and books
  • ☐ Report ITC reversed and ineligible credits separately
  • ☐ Split ITC into inputs, input services and capital goods

Reporting & Certification

  • ☐ Prepare HSN-wise summary of inward and outward supplies
  • ☐ Report demands, refunds and late fees during the year
  • ☐ Complete GSTR-9C reconciliation statement (self-certified)
  • ☐ File GSTR-9 first, then GSTR-9C, and retain acknowledgements

GSTR-9 and 9C cannot be revised once filed; late filing attracts fees up to a cap based on turnover, so reconcile thoroughly before submission.
