Central Sphere Minimum Wages from 1 April 2026

From 1 April 2026 the minimum wage per day for an unskilled worker in construction, loading and unloading, and sweeping and cleaning in the central sphere is ₹827 in Area A, ₹693 in Area B and ₹556 in Area C. The rates include the variable dearness allowance revised by the Chief Labour Commissioner (Central) by orders dated 30 March 2026.

The orders enclose the classification of cities into areas A, B and C from Part II of the notification dated 19 January 2017. Area C comprises all areas not mentioned in the list to which the Minimum Wages Act, 1948 extends.

Late Fee and Penalty

Paying less than the minimum wage

An employer who pays an employee less than the amount due under the Code is punishable with a fine of up to ₹50,000. A repeat offence within five years is punishable with imprisonment up to three months or a fine up to ₹1,00,000, or both. Code on Wages 2019 · s.54(1)(a), (b)

Compensation on a claim

On a claim, the authority may order compensation of up to ten times the claim determined, in addition to the claim. The application can be made within three years from the date the claim arises. Code on Wages · s.45(2), s.45(6)

Records and other contraventions

Not maintaining the registers, or maintaining them improperly, is punishable with a fine of up to ₹10,000; other contraventions with a fine of up to ₹20,000. How to Apply and Pay

  1. 1Find the ratePick the scheduled employment, the area (A, B or C) of the place of work and the category of the worker.
  2. 2Pay at least the rateNo employer can pay less than the notified minimum rate (s.5); a worker who works less than a normal day through no fault of his own gets a full day’s wages (s.10).
  3. 3Pay on timeMonthly wages before the seventh day of the next month; weekly wages before the weekly holiday; daily wages at the end of the shift (s.17(1)); within two working days of removal, retrenchment or resignation (s.17(2)).

The orders revise the VDA on the basis of the average Consumer Price Index for industrial workers reaching 424.80 from 413.52 as on 31 December 2025 (base 2016 = 100), an increase of 11.28 points.

Rule 3(2) of the Code on Wages (Central) Rules, 2026 multiplies the day rate by twenty-six for a month. For an unskilled construction worker in Area A that is ₹827 × 26 = ₹21,502 a month from 1 April 2026.

The day rate is divided by eight (rule 3(2)). One-half and more is rounded up to the next figure and less than one-half is ignored, so ₹827 a day gives ₹103 an hour (₹103.375).

Rule 4 of the Code on Wages (Central) Rules, 2026 has the cost of living allowance computed once before 1 April and again before 1 October every year, on the Average Consumer Price Index for Industrial Workers published by the Labour Bureau.

Not less than twice the normal rate of wages, for every hour or part of an hour worked beyond the normal working day (section 14 of the Code on Wages). The normal working day for a worker on a daily wage period is eight hours (rule 5).

Daily wages at the end of the shift, weekly wages on the last working day of the week, fortnightly wages before the end of the second day after the fortnight, and monthly wages before the expiry of the seventh day of the next month. On removal, retrenchment or resignation, within two working days (section 17).

A fine of up to ₹50,000 under section 54(1)(a) of the Code on Wages; for a repeat within five years, imprisonment up to three months or a fine up to ₹1,00,000, or both. On a claim the authority may also order compensation of up to ten times the amount determined (section 45(2)).
