Fee With the Application for Registration (Form-A)
Rule 3 asks the employer of every establishment engaging ten or more workers to apply in Form-A for registration under section 6 of the Act. The fee is paid through e-payment where online access is available.
Threshold: the Gujarat Shops and Establishments (Regulation of Employment and Conditions of Service) (Amendment) Act, 2026 (Gujarat Act No. 1 of 2026, published on 27 February 2026) substitutes "twenty" for "ten" in section 1(3) and section 7 of the Act, and is deemed to have come into force on 16 December 2025. The Rules of 2020 on file still print "ten".

Fee With the Notice of Change (Form-G)
Any change in the certificate of registration is submitted in Form-G within thirty days of the change. Rule 9 prints the same fee table for Form-G, for establishments employing ten or more employees.

Establishments Below the Threshold
- The employer of an establishment engaging less than ten employees submits an intimation of commencement of business in Form-D with the documents in Part-B of the Schedule (rule 6, as printed).
- A receipt of the intimation is issued in Form-E (rule 7).
- Rules 6 and 7 state no fee for the intimation.
- Section 7 of the Act, as amended by Gujarat Act No. 1 of 2026, now reads "twenty" in place of "ten".
How to Use This Chart
- Count the workers first: at or above the threshold means registration in Form-A with the fee; below it means an intimation in Form-D.
- For the threshold read the Act as amended: twenty workers from 16 December 2025, in place of ten.
- Pick the category of the establishment to find the fee.
- The Rules read are the Rules as notified on 23 June 2020, from the Commissioner of Labour website. An amendment of the Rules made after that, including any change of "ten" to "twenty" in rules 3, 4, 6 and 9 to match the amended Act, is not on file.
- The copy of the Rules is a scan. The fee table of rule 4 was read from the page image; rule 9 was read from the text layer of the same copy.
- The period of validity of registration and any renewal fee are not shown.
