Understand the Vocal for Local & Atmanirbhar Bharat Vision
Launched by PM Modi in May 2020, Vocal for Local is a national movement encouraging Indians to buy, promote, and champion locally-made products. It is a core pillar of the Atmanirbhar Bharat Abhiyan (Self-Reliant India Mission) — a ₹20 lakh crore economic package aimed at making India self-reliant in key sectors. For businesses, this means significant government backing for local brands, preferential procurement, marketing support, and access to domestic and export markets.
Register on GeM Portal for Government Procurement
The Government e-Marketplace (gem.gov.in) is the single platform for all government procurement. Under the “Make in India” and “Vocal for Local” push, government departments are mandated to procure from local suppliers on GeM. Register as a seller on GeM → List your products/services → Get discovered by government buyers across India. MSMEs and local sellers get purchase preference — up to 25% of procurement is reserved for micro and small enterprises with local content.
Leverage One District One Product (ODOP) Programme
ODOP identifies and promotes unique products from each district of India — such as Banarasi silk from Varanasi, Kolhapuri chappals from Kolhapur, or Phulkari from Punjab. If your product aligns with your district’s ODOP category, you can access: government-funded common facility centres for processing and packaging, branding and marketing support from the Ministry of Food Processing Industries (MoFPI), and linkage to the PM Formalization of Micro Food Processing Enterprises (PM FME) scheme for financial assistance.
Apply for a Geographical Indication (GI) Tag
A GI tag certifies that a product originates from a specific geographic location and possesses qualities attributable to that origin. Examples: Darjeeling tea, Tirupati laddu, Chanderi silk. GI registration protects your product from imitation and adds premium value. Apply through the GI Registry (ipindia.gov.in) → Submit Form GI-1 with supporting documents (proof of origin, quality standards, map of geographic area) → Examination and publication → Registration valid for 10 years, renewable. Access Government Branding & Marketing Support
Multiple government programmes support local product branding: India Handloom Brand and Silk Mark for textile products; India Organic certification for organic produce; Tribes India (TRIFED) for tribal artisan products; and the MSME Champions portal for digital marketing support. Get Quality Certification & Standardization
To compete nationally and globally, local products need quality certification. Key certifications include: BIS (Bureau of Indian Standards) for manufactured goods, FSSAI for food products, NABL for testing labs, Hallmark for jewellery, and ISI Mark for industrial products. The government’s ZED (Zero Defect Zero Effect) certification programme offers subsidized quality improvement for MSMEs — up to 80% subsidy on certification costs for micro enterprises.
Tap Into Export Promotion Support
Vocal for Local extends to “Local to Global” — taking Indian products to international markets. Register with the Directorate General of Foreign Trade (DGFT) for an IEC (Import Export Code). Access export incentives under the Foreign Trade Policy 2023: RoDTEP (Remission of Duties and Taxes on Exported Products), MEIS successor schemes, and the Districts as Export Hubs initiative. APEDA supports agricultural export, while the Spices Board and Tea Board promote respective commodities.
Register as MSME & Access Financial Support
Register on udyamregistration.gov.in for free Udyam MSME registration. Benefits: priority sector lending from banks, collateral-free loans under CGTMSE (up to ₹10 crore), PM Mudra Yojana loans (up to ₹20 lakh), interest subvention, and protection against delayed payments from buyers. MSME-registered businesses also get 25% procurement reservation on GeM and preference in government tenders. The MSME Samadhaan portal helps recover delayed payments from government buyers.

Leverage government digital initiatives: Digital India subsidized digital literacy programmes, Common Service Centres (CSCs) for rural digital access, and Bharat BillPay / UPI for seamless payments.
