Budget 2025 raised MSME thresholds: investment limits by 2.5x and turnover limits by 2x. This lets larger businesses keep MSME status and benefits. Existing Udyam certificates stay valid and are re-classified automatically from ITR and GST data — you do not need to re-register.

The composite criteria

MSME Classification (Effective 1 April 2025)

An enterprise is classified as Micro, Small or Medium on a composite basisboth the investment in plant, machinery or equipment and the annual turnover must stay within the limit. Cross either one and you move to the next category. The same limits apply to manufacturing and service enterprises.

Who Is Eligible for Udyam Registration

Any business engaged in manufacturing or services within MSME limits can register — there is no restriction by entity type.

One Udyam per enterprise (PAN)

An enterprise files one Udyam Registration; all activities (manufacturing and services) are clubbed under a single URN. A second registration on the same PAN is not allowed — add extra activities to the existing registration instead.

Some benefits require the enterprise to be Micro or Small; Medium enterprises get a narrower set.

Section 43B(h) makes Udyam worth it for suppliers

If your buyer does not pay a registered Micro or Small enterprise within 45 days, the buyer cannot deduct that expense until it is actually paid (Section 43B(h), Income-tax Act). This gives registered MSME suppliers real leverage to get paid on time.

What are the new MSME limits from April 2025?
Effective 1 April 2025, a Micro enterprise has investment up to Rs 2.5 crore and turnover up to Rs 10 crore; Small up to Rs 25 crore and Rs 100 crore; Medium up to Rs 125 crore and Rs 500 crore. Investment limits were raised 2.5x and turnover limits 2x from the earlier thresholds. Both investment and turnover must be within the limit.
How is an enterprise classified as Micro, Small or Medium?
Classification is on a composite basis — both the investment in plant, machinery or equipment and the annual turnover must stay within the limit for a category. If either crosses, the enterprise is placed in the next higher category. Exports are excluded from the turnover calculation. The same limits apply to manufacturing and service businesses.
Do existing Udyam certificates need re-registration after the 2025 changes?
No. Existing Udyam registrations stay valid and are re-classified automatically based on ITR and GST data filed by the enterprise. You do not need to re-register or apply again because of the revised April 2025 limits.

Do I need GST registration for Udyam?
PAN is mandatory (except for proprietorships that may start with Aadhaar). GSTIN is required only if the enterprise is liable to register under GST. Businesses exempt from GST can complete Udyam without a GSTIN. Informal micro enterprises without PAN or GST can register through the Udyam Assist Platform using Aadhaar.

Can I update my Udyam registration details?
Yes. Log in on the Udyam portal with your URN, verify via OTP, and update address, bank details, NIC code, investment, turnover or contact details anytime. You cannot create a second Udyam on the same PAN — add extra activities to the existing registration.

What is the 45-day MSME payment rule?
Under Section 15 of the MSMED Act, a buyer must pay a registered Micro or Small enterprise within 45 days (or the agreed period, capped at 45 days). On delay, compound interest at three times the RBI bank rate applies. Section 43B(h) of the Income-tax Act also disallows the buyer's deduction for the amount until it is actually paid.
Who is eligible for Udyam registration?
Any business — proprietorship, partnership, LLP, private limited company, HUF, trust, society or co-operative — engaged in manufacturing or services within the MSME investment and turnover limits is eligible. There is no restriction based on the type of business entity; only traders in some categories were later included by clarification.
