Exactly what you need for each registration — Udyam MSME, DPIIT startup recognition, Government e-Marketplace seller registration and NSIC — with the eligibility tests and the documents that hold applications up.
These four registrations build on each other. Udyam comes first, because DPIIT recognition, GeM benefits and NSIC all reference it. Collect once and you can complete all four in sequence.
Udyam MSME Registration
Eligibility
Investment and turnover must both fall within a category: micro at ₹1 crore and ₹5 crore, small at ₹10 crore and ₹50 crore, medium at ₹50 crore and ₹250 crore.
What You Need
- Aadhaar — of the proprietor for a proprietorship, the managing partner for a partnership, or an authorised signatory or director for a company or LLP.
- PAN of the enterprise.
- GST registration number, where the enterprise is registered.
- Bank account details of the enterprise.
- NIC code for the business activity — identify this before starting, as it is the field that stalls applications.
- Number of persons employed.
- Investment in plant, machinery or equipment, and turnover.
The figures are verified, not accepted. Investment and turnover are pulled from linked income tax and GST records. Declaring numbers that do not match your filings creates a discrepancy rather than an advantage. There is no fee, and the certificate is generated immediately.
DPIIT Startup Recognition
Eligibility
- Private limited company, registered partnership firm or LLP.
- Within ten years of incorporation.
- Turnover never above ₹100 crore in any financial year.
- Working on innovation, or a scalable model with employment or wealth creation potential.
- Not formed by splitting up or reconstructing an existing business.
What You Need
- Certificate of incorporation or registration.
- PAN of the entity.
- Details of every director or partner — name, address, contact, and photograph.
- A written note on what makes the business innovative — the problem, how you solve it, what is novel about the approach, and how it scales. This is assessed on substance, and a generic description is the usual reason for rejection.
- Supporting material — website, pitch deck, product video, or a patent or trade mark application if you have one.
- Details of any funding received.
- Details of any awards or recognition.
The innovation note is the application. Everything else is documentation. An application describing a business that resells an existing product without any distinguishing process, technology or model is likely to be refused, however well the paperwork is prepared. Write it as an explanation of what is new, not as a company profile.
If You Want the Tax Holiday
Apply separately to the inter-ministerial board for the income tax exemption certificate. Recognition alone does not entitle you to the three-year deduction. You will need financial statements, income tax returns filed to date, and a fuller account of the innovation.
Government e-Marketplace Seller Registration
- Aadhaar and PAN of the authorised signatory.
- Constitution documents — certificate of incorporation, partnership deed, or proprietorship proof.
- PAN of the entity.
- GST registration certificate.
- Bank account details with a cancelled cheque.
- Udyam certificate, to claim the procurement preference reserved for micro and small enterprises.
- Startup recognition certificate, if claiming the relaxation from turnover and experience requirements.
- Product catalogue with specifications, images and pricing.
- Any brand or original equipment authorisation, where you are selling another manufacturer's goods.
NSIC Registration
- Udyam registration certificate.
- Audited financial statements for the last three years. This is the requirement newer businesses cannot meet.
- Details of plant, machinery and testing facilities.
- List of technical and administrative staff.
- Performance statement — orders executed, with values.
- Bankers' report.
- Proof of ownership or lease of the premises.
- Quality certifications held, where applicable.
Order of Play
- Udyam first. Free, immediate, and referenced by everything else.
- GST registration, if not already held — required for GeM and generally expected elsewhere.
- DPIIT recognition, if the business genuinely qualifies on innovation.
- The inter-ministerial board certificate, if you intend to claim the tax holiday.
- GeM, once you have Udyam and GST, to access government procurement.
- NSIC, once you have three years of audited accounts.
