Schedule I explained: this guide covers what it means, who it applies to, the step-by-step process, documents required, fees, due dates and penalties in India — so you can stay compliant with confidence and avoid costly mistakes.
Schedule I is the fee table behind rule 10. It has 33 entries, each giving what the fee is payable on, the amount in rupees and the corresponding form. This article reproduces the entries as printed in the Rules as notified in 2001. The Registry's forms page, checked on 3 October 2026, lists the same amounts. No other fee is stated, and the Act and the Rules say nothing of any fee not in this table.
This article reflects the Rules as amended up to G.S.R. 689(E) dated 14 September 2012 (the only amendment). Check sicldr.gov.in for later notifications and the current forms and fees. Planning the cost of a portfolio of filings is part of IP portfolio management.
Schedule I (rule 10) lists 33 entries. The main amounts are Rs 5000 for an application to register a layout-design (Form LD-1), Rs 500 for a notice of opposition (LD-2) and for a counter-statement (LD-3), Rs 3000 to register a registered user (LD-13), and Rs 2000 for rectification (LD-12). Entries 24, 25, 27, 28 and 29 concern the Appellate Board or the High Court and carry the Chapter VIII commencement line. Payment mode is rule 10 as amended in 2012; check the Registry's website for the current payment mode.
How to read the table
The Schedule has four columns: the number of the entry, on what the fee is payable, the amount in rupees, and the corresponding form number. Fees are paid under rule 10; see Rules 10 and 11. Under section 89 of the Act, the Registrar does not act until the fee is paid and a document is not treated as filed until then; see sections 89 to 92. Where a form is filed, rule 11(2) says it is accompanied by the prescribed fee.

Points a reader should know
Entries without a fee
Schedule I carries no entry for Forms LD-7 (affidavit), LD-27 and LD-28 (royalty before the Board), LD-31 (particulars of advertisement) or LD-32 (authorisation of agent). Rule 73(1) states the fee for a royalty application by reference to the royalty claimed, not as a Schedule I amount. For the other forms, check the Registry's forms page before filing.
Entries that mention the Appellate Board or the High Court
Entries 24 (appeal under section 42(1)), 25 (review of the Board's permission), 27 (cancellation of registration), 28 (permission for Government use) and 29 (appeal to High Court) belong to Chapter VIII. No notification bringing sections 32 to 53 (and 55) into force was found in the India Code record or on the Registry's notifications page (checked 3 October 2026); check the current position before relying on them. Entry 10 (rectification) is available through the Registrar, which is in force; see sections 30 and 31.
The scale of costs
Rule 83 limits costs to "the amount admissible thereof under Schedule I", but Schedule I as printed lists fees only. No costs scale appears in it.
Entry 20
The entry refers to certificates "under section 80 or 86". Section 86 deals with indexes; the certified-copy power sits in section 87(2). Read the entry as the fee for the Registrar's certificates and certified copies on Form LD-22; see Rules 86 to 92.
Entry 31
The continuance fee for an agent is Rs 1500 for the first year, paid with the registration fee, and Rs 500 for every year after the first, paid on 1 April each year, a year running from 1 April to 31 March. The rules on agents are in Rules 93 to 99 and Rules 100 to 105.
Payment
Rule 10 as amended by G.S.R. 689(E) in 2012 governs how fees are paid, including the payee of a bank draft or crossed instrument. Check the Registry's website for the current payment mode. No TaxClue fee is stated in this article.
A worked example
A fabless start-up plans one layout-design and one licence. It budgets Rs 500 for preliminary advice (entry 19, Form LD-21) and Rs 5000 for the application (entry 1, Form LD-1). If its layout is opposed, it pays Rs 500 for the counter-statement (entry 3, Form LD-3) and Rs 500 for notice of intention to attend the hearing (entry 4, Form LD-4). After registration, the licence to a manufacturer costs Rs 3000 to register (entry 11, Form LD-13). The totals are for the start-up to add up; each amount is the one printed against the entry.
