Who Must Register

Process & Documents
The promoter registers online and uploads: PAN and identity of promoter/directors; authenticated land title or a valid development agreement; sanctioned layout, plan and specifications with the competent authority's approvals; proforma allotment letter and agreement for sale; and a declaration supported by affidavit on the escrow discipline, completion schedule and defect liability. Agents submit PAN, address proof and entity documents where relevant.
Ongoing Compliance
Registered promoters file quarterly progress reports, keep booking and construction status current, operate the 70% designated account with certification from an engineer, architect and CA for each withdrawal, and honour the five-year defect-liability period. Changes to the sanctioned plan need two-thirds allottee consent.
Due Dates, Penalties and Redress
Non-registration can attract a penalty of up to 10% of the estimated project cost and, on continued default, imprisonment. Misleading advertisements and misuse of funds are separately penalised. Allottees complain online; GujRERA adjudicates and its Adjudicating Officer awards compensation, with appeals to the Appellate Tribunal.
