The circle rate (also called the minimum or ready reckoner value in other states) is the floor value the government sets for property, below which a sale deed cannot be registered for stamp-duty purposes. How to Check the Circle Rate

To find the applicable circle rate for a Delhi property:

  • Identify the colony’s category (A–H) from the Revenue Department’s category list.
  • Note the notified land rate and construction rate for that category.
  • For a plot, apply the land rate to the plot area; for a flat, apply the applicable rate with the prescribed multiplier or the group-housing flat rate.
  • Use the DORIS valuation / stamp-duty calculator to confirm the figure before drafting the deed.

Worked Example

Take a 200 sq. m plot in a Category D colony where the notified land rate is, say, ₹1,00,000 per sq. m (illustrative — verify current rate). The circle-rate value is ₹2 crore. If the agreement value is ₹1.9 crore, stamp duty is still computed on ₹2 crore because it is higher. For built-up property, the construction rate for the category is added to arrive at the total minimum value. The stamp-duty percentage and any concessions (for example for female buyers) are set by the Delhi schedule, so confirm the current rate on DORIS.

Circle rates are a valuation floor, not a market quote — actual prices can be higher. The rates and category list are revised by notification, so any figure you saw earlier is indicative and must be re-checked on the DORIS portal or the latest government notification before you register.
