Rules 2024 explained: this guide covers what it means, who it applies to, the step-by-step process, documents required, fees, due dates and penalties in India — so you can stay compliant with confidence and avoid costly mistakes.
These rules fix how the staff of the Central Consumer Protection Authority (CCPA) are recruited and paid. They cover who makes appointments, how applications are invited and sent to a Selection Committee, how pay is set by level in the pay matrix, what happens to a deputationist's pay, official visits abroad, matters the rules do not cover and the Central Government's power to relax. The Schedule lists twelve posts with their groups, levels and recruitment method.
The rules are G.S.R. 306(E) of 3 June 2024, made by the Central Government under section 101(1) and (2)(h) read with section 13(1) and (2) of the Consumer Protection Act, 2019. This article takes them as amended up to 3 October 2026 (no amendment listed by the Department or the CCPA). Later amendments should be checked on the website of the Department of Consumer Affairs or the CCPA. This is a staff instrument; for the Act's provision on the Authority's staff see the article on sections 11 to 14.
Appointments at all levels are made by the Central Government on the recommendation of a Selection Committee specified in the Schedule. The Authority invites applications from eligible candidates and gives the list of eligible candidates to the Committee. Pay follows the level in the pay matrix in the Schedule. Official visits abroad need the prior approval of the Chief Commissioner or a Commissioner. Matters not covered go to the Central Government, whose decision is final. The Schedule lists twelve posts, recruited by deputation (including short-term contract).
Advisers to organisations that second staff to regulators, and officers considering deputation, can ask for legal consultation on the conditions before accepting a posting.
Rules 1 and 2: title and definitions
Rule 1 gives the full title and says the rules come into force on the date of their publication in the Official Gazette. Rule 2 defines "Act", "employee" (an employee of the Central Authority including the Secretary, officers and other employees) and "Schedule". Words not defined take the Act's meaning.
Rule 3: recruitment and appointment
- 3(1): the number of posts sanctioned at each level or grade, the mode of recruitment and the eligibility for each level or grade are as specified in the Schedule.
- 3(2): appointment at all levels or grades is made by the Central Government as per the recommendations of the Selection Committee specified in the Schedule.
- 3(3): the Central Authority invites applications from eligible candidates "after observing due process", examines their suitability and provides the list of eligible candidates to the Selection Committee to undertake the selection process.
So the Authority screens for eligibility, the Selection Committee selects and the Central Government appoints.
Rule 4: pay, allowances and other benefits
- 4(1): the pay of an employee is "as per the level in the pay matrix as specified in the Schedule".
- 4(2): an employee appointed on deputation to an ex-cadre post may elect to draw either the pay in the scale of pay of the ex-cadre post or his pay in the parent cadre with deputation allowance.
The rules print no allowance rates. They tie pay to the level in the Schedule and leave other allowances to the instructions that apply to the post. An invented example: Sunil Verma, an officer of a Central Government department, is appointed on deputation as Deputy Commissioner. Under rule 4(2) he elects either the pay scale of the ex-cadre post or his parent-cadre pay with deputation allowance.
Rule 5: official visits abroad
Visits abroad by an employee are undertaken "with the prior approval of the Chief Commissioner or Commissioner of the Central Authority" (rule 5(1)). The instructions issued by the Ministry of External Affairs and the Ministry of Finance apply to such visits (rule 5(2)).
Rule 6: residuary provision
Matters relating to terms and conditions of service on which no express provision has been made in the rules "shall be referred by the Authority to the Central Government for its decision and the decision of the Central Government shall be final and binding on the parties". The Authority does not decide such questions itself.
Rule 7: power to relax
Where the Central Government is of the opinion that it is necessary or expedient, it may, "by order and for reasons to be recorded in writing", relax any of the provisions of the rules for any class or category of persons. The power belongs to the Central Government, not to the Authority, and reasons must be recorded in writing.
The Schedule: posts, groups and levels
The Schedule has thirteen columns, from the name of the post to the circumstances in which the Union Public Service Commission is to be consulted. The first columns give the post, number, classification, level in pay matrix, whether a selection or non-selection post and the age limit for direct recruits. Each post carries a note that the number is for 2024 and "subject to variation dependent on workload".

Method of recruitment
For each post shown, the Schedule says recruitment is "by deputation (including short-term contract)". For the Secretary, the Essential requirement is that the officer belongs to the Central Government, a State Government, a Union territory Administration, an autonomous body, a statutory organisation or a public sector undertaking and holds an analogous post on a regular basis in the parent cadre, or has the stated years of regular service in level-12 or level-11 of the pay matrix, and possesses a Bachelor's degree from a recognised university. Desirable experience covers consumer rights and welfare, consumer policy, law, medicine, food safety, health, engineering, product safety, commerce, economics, finance, management, public affairs or administration.
Selection Committees
The Secretary's Selection Committee has the Chief Commissioner as Chairperson and the Commissioner and the Director General (Investigation) as Members. For the Stenographer Grade-II post, the Committee has the Secretary of the Authority as Member and any two Group A officers of level-10 or above. Other posts have their own Committees in the Schedule.
Notes on deputation
Note 1: the period of deputation, including the period of deputation (including short-term contract) in another ex-cadre post held immediately before, shall ordinarily not exceed three years, which may be extended for another two years subject to a maximum of five years. Note 2: the maximum age limit for appointment by deputation (including short-term contract) shall not exceed fifty-six years as on the closing date of receipt of applications.
The Schedule is long and repeats these notes for each post. The table is a summary; the Schedule governs.
