FSSAI license types — at a glance

Every food business operator (FBO) in India needs an FSSAI registration or license. Which one you need depends purely on your annual turnover and scale of operations. Pick the right type first, then the checklist above shows exactly which documents to gather.

License typeAnnual turnoverWho it's forValidityGovt. fee (per year)
Basic Registration Below ₹12 Lakh Petty FBOs, hawkers, small retailers, home kitchens, temporary stalls 1 – 5 years ₹100
State License ₹12 Lakh – ₹20 Crore Mid-size manufacturers, processors, restaurants & storage in one state 1 – 5 years ₹2,000 – ₹5,000
Central License Above ₹20 Crore Large FBOs, importers/exporters, multi-state chains, e-commerce, central govt. agencies 1 – 5 years ₹7,500
You choose the validity (1 to 5 years) at the time of application — a longer term reduces renewal hassle. Fees shown are indicative government fees and scale with the term chosen.

How the FSSAI application works

The whole process runs online on the FoSCoS portal. Getting your documents right first — using the checklist above — is what prevents rejections and back-and-forth with the department.

STEP 01

Determine type

Confirm your annual turnover and scale to pick Basic, State or Central. The checklist swaps documents to match.

STEP 02

Gather documents

Collect every item ticked above — ID/address proof, premises proof, Form A or Form B and category-specific papers.

STEP 03

File on FoSCoS

Submit the application (Form A for Basic, Form B for State/Central) with documents and pay the government fee online.

STEP 04

Inspection & grant

For State/Central, an officer may inspect the premises. Once approved you receive a 14-digit FSSAI license number.

Key terms explained

FBO — Food Business Operator

Any person or entity carrying out a food business — manufacturing, processing, packing, storing, distributing, selling or importing food. Every FBO must hold an FSSAI registration or license before operating.

Form A vs Form B

Form A is the simple application for Basic Registration (small FBOs). Form B is the detailed application used for both State and Central licenses, and needs layout plans, machinery lists and a food safety plan.

14-digit license number

On approval you get a unique 14-digit FSSAI number that must be printed on packaging, menus and invoices. It lets customers and regulators trace the food business that produced or sold the item.

Validity & renewal

Registrations and licenses are valid for 1 to 5 years as chosen. Renew at least 30 days before expiry; lapsing means you must reapply and can attract penalties for operating without a valid license.

Questions people ask

Short answers on FSSAI License Doc Checklist. Tap a question to open it.

01What documents are needed for FSSAI registration?

A photo and ID proof of the proprietor or partners or directors, proof of the premises (rent agreement or ownership document with an NOC), a food safety management plan, and the list of food products handled. Basic Registration has the lightest requirement.

02What extra documents does a State or Central licence need?

A layout plan of the processing unit, a list of equipment with capacity, a water test report from a recognised lab, the name and qualification of the technical person, an NOC from the local body, and proof of turnover or capacity to establish the correct licence category.

03Is a water test report always required?

It is required for manufacturing and processing units, where water is used as an ingredient or in cleaning. Traders, retailers and most restaurants applying under Registration or a State licence are not asked for it.

04How long does FSSAI approval take?

Basic Registration is often granted within a week. State and Central licences typically take 30 to 60 days because of scrutiny and, in some cases, an inspection of the premises.

05Can I start operations while the application is pending?

Only on Basic Registration, where the acknowledgement is often treated as sufficient pending grant. For State and Central licences, wait for the licence — operating without one is an offence under the Food Safety and Standards Act.
