Quick Answer

Udyam (MSME) registration is completely free — the government charges Rs 0 at udyamregistration.gov.in. There is no registration fee, no renewal fee and no annual maintenance charge; the Udyam Registration Number (URN) is valid for life. Certificate download, verification and updates are also free. Any website or agent charging Rs 500–5,000 is levying a professional service fee, not a government fee — you can self-register in about 10 minutes with your Aadhaar and PAN.

Government fee Rs 0
Renewal fee Rs 0
Certificate Rs 0
Agent (optional) Rs 200–5,000
Beware fake "Udyam fee" websites

Many look-alike sites (and paid ads) mimic the government portal and charge Rs 500–5,000 for "Udyam/MSME registration". The only official portal is udyamregistration.gov.in — it never asks for a registration payment. If a site demands a fee to register or download your certificate, it is a third-party intermediary, not the government.

Why you are being asked to pay

Government Fee vs Agent Charge

The registration is free, but a professional consultant may legitimately charge for assistance. The point is to know what is a real government fee (nothing) versus an optional service fee.

Rs 0

Government portal — always free

  • New registration, certificate & verification
  • Update, correction and turnover revision
  • Lifetime URN — no renewal, ever
  • Self-service with Aadhaar OTP + PAN
vs
Optional

Third-party agent — service fee

  • Assisted filing if you are not comfortable online
  • Correct Micro/Small/Medium classification check
  • Multiple / group-entity registrations
  • Post-registration scheme filings (NSIC, CGTMSE) which have their own real fees
What you actually need to register

Only your Aadhaar (of the proprietor / authorised signatory), PAN and, where applicable, GSTIN. No documents are uploaded — Udyam is self-declaration, validated against PAN and GST data. That is why the process is free and takes minutes.

Revised 1 April 2025

MSME Classification Limits (FY 2025-26)

Budget 2025 raised the MSME thresholds — investment limits by 2.5x and turnover limits by 2x — effective 1 April 2025. An enterprise must satisfy both the investment (in plant, machinery or equipment) and turnover ceilings for its category. Export turnover is excluded from the turnover figure.

CategoryInvestment (plant & machinery)Annual turnover
MicroUp to Rs 2.5 croreUp to Rs 10 crore
SmallUp to Rs 25 croreUp to Rs 100 crore
MediumUp to Rs 125 croreUp to Rs 500 crore

Revised limits effective 1 Apr 2025 (Budget 2025-26). Both conditions apply; the higher of the two determines the category. Export turnover is not counted.

The 45-day MSME payment rule — Section 43B(h)

Registering as Micro or Small also protects your receivables. Under Section 43B(h) (Finance Act 2023, from AY 2024-25), a buyer's expense to a registered Micro/Small supplier is disallowed until actually paid if payment crosses 15 days (no written agreement) or 45 days (written agreement). This pushes buyers to clear MSME dues on time.

Udyam Registration Fees — Frequently Asked Questions

Fees
Is Udyam registration free?
Yes. Udyam (MSME) registration at udyamregistration.gov.in is completely free of cost — Rs 0 government fee. The government portal charges nothing for registration, certificate download, verification or updates. Only third-party consultants or agents may charge a professional fee for assisted registration. Register directly on the official portal to avoid unnecessary costs.
How much does Udyam registration cost?
On the official government portal it costs Rs 0 — there is no government fee at any step. If you use an agent or consultant, they may charge a service fee of roughly Rs 200 to Rs 5,000 for doing the filing on your behalf, but that is their charge, not a government cost. You can self-register free in about 10 minutes with Aadhaar and PAN.
Are there any renewal fees for Udyam registration?
No. Udyam registration is a lifetime registration with no renewal required — there is no annual fee, renewal fee or maintenance fee. The Udyam Registration Number (URN) stays valid permanently as long as the enterprise remains within the MSME classification limits. Turnover and investment figures update automatically from linked ITR and GST data.
What is the fee to download the Udyam certificate?
Downloading the Udyam certificate is free. On udyamregistration.gov.in choose "Print / Verify Udyam Certificate", enter your URN and the registered mobile OTP, and download the PDF certificate at no charge. Any site charging for a certificate download is a third-party service, not the government.
Why do websites charge Rs 500 to Rs 5,000 for Udyam registration?
Those charges are professional service fees levied by private agents or look-alike websites — not government fees. Some sites run paid ads and mimic the official portal to appear authentic. The only official portal is udyamregistration.gov.in and it never asks for a registration payment. If a site demands a fee to register, treat it as an intermediary or a scam.
What is the difference between MSME registration fee and Udyam registration fee?
Both are free. The old MSME / Udyog Aadhaar system (before July 2020) had no fee either, and Udyam registration replaced Udyog Aadhaar from 1 July 2020. "MSME registration" and "Udyam registration" now mean the same free government registration. Anyone quoting a fee for either is charging for optional assistance, not a government levy.
Are there any costs after Udyam registration for schemes or benefits?
The Udyam registration itself is always free. Some downstream schemes have their own real costs — for example NSIC registration for tender benefits has turnover-based fees, the CGTMSE credit-guarantee scheme carries guarantee fees, and subsidised ISO or bar-code certification may have nominal charges. But obtaining and holding the Udyam certificate never costs anything.
Eligibility
What are the MSME classification limits for 2025-26?
From 1 April 2025 the revised limits are: Micro — investment up to Rs 2.5 crore and turnover up to Rs 10 crore; Small — investment up to Rs 25 crore and turnover up to Rs 100 crore; Medium — investment up to Rs 125 crore and turnover up to Rs 500 crore. An enterprise must meet both the investment (plant and machinery) and turnover conditions; export turnover is excluded from the turnover figure.
Who can apply for Udyam registration?
Any enterprise engaged in manufacturing or providing services can apply — sole proprietorships, partnership firms, LLPs, private and public companies, HUFs, startups, co-operative societies, trusts and self-help groups — provided they are within the MSME investment and turnover limits. Traders are also covered for the purpose of priority-sector lending. Registration is based on self-declaration validated against PAN and GST data.
What documents are needed for Udyam registration?
No documents are uploaded. Udyam is a self-declaration process requiring only the Aadhaar number of the proprietor or authorised signatory (for OTP), the enterprise PAN and, where applicable, the GSTIN. Investment and turnover details are auto-fetched and validated from linked income-tax and GST records, which is exactly why the process is free and quick.
Is PAN and GST mandatory for Udyam registration?
PAN is mandatory for Udyam registration. GSTIN is required for enterprises that are liable to register under GST law; enterprises not required to hold GST registration can register without a GSTIN. The Udyam system validates your investment and turnover against the PAN and GST databases, so keeping these updated ensures your MSME classification stays correct.
Benefits
What are the benefits of Udyam registration?
A free Udyam registration unlocks collateral-free credit under CGTMSE, priority-sector lending at lower interest, protection under the 45-day MSME payment rule (Section 43B(h)), exemptions in government tenders (earnest money and turnover criteria), subsidies for ISO/bar-code/patent/trademark, MSME Samadhaan for recovering delayed payments, and preference on the Government e-Marketplace (GeM).
What is the 45-day MSME payment rule and how does registration help?
Under Section 43B(h) of the Income-tax Act (from AY 2024-25), a buyer can deduct an expense payable to a registered Micro or Small enterprise only in the year it is actually paid, if payment is delayed beyond 15 days (no written agreement) or 45 days (written agreement). By registering as Micro or Small on Udyam, your suppliers gain this statutory pressure on buyers to clear dues on time.
Does Udyam registration expire or need updating?
The registration does not expire and needs no renewal. However, you should keep your details current — turnover and investment values update automatically each year from your ITR and GST filings, and this can move your enterprise between Micro, Small and Medium categories. You can also edit business details on the portal free of charge whenever they change.
Registration
How long does Udyam registration take?
It typically takes about 10 to 15 minutes online. After Aadhaar OTP verification and entering the PAN and GSTIN, the system validates your data and issues the Udyam Registration Number, with the e-certificate available for immediate free download. There is no waiting period and no physical verification for a standard registration.
Can I register more than one business under one Aadhaar?
One enterprise gets one Udyam registration, but all its activities — manufacturing and services — are covered under that single registration. A person can be associated with multiple enterprises, and each separate legal entity (with its own PAN) takes its own Udyam registration. Consolidating multiple units of the same entity under one URN keeps your classification accurate.
