Paragraph 9 of S.O. 2119(E) names who helps an enterprise register and who deals with complaints. The Champions Control Rooms, including the MSME Development Institutes, and the District Industries Centres act as Single Window Systems. A person who cannot file, for any reason including lack of an Aadhaar number, may approach them. A discrepancy or complaint goes to the General Manager of the District Industries Centre for enquiry.

Paragraph 9(1) and (2): Single Window Systems
Paragraph 9(1): "The Champions Control Rooms functioning in various institutions and offices of the Ministry of Micro, Small and Medium Enterprises including the Development Institutes (MSME-DI) shall act as Single Window Systems for facilitating the registration process and further handholding the micro, small and medium enterprises in all possible manner." Paragraph 9(2): "The District Industries Centres (DICs) will also act as Single Window facilitation Systems in their Districts."
The text does not give addresses, contact numbers or office hours, and this article does not either. It also does not say how a Champions Control Room is reached. The role is facilitation; nothing here gives them the power to decide a registration.
Paragraph 9(3): if you cannot file
"Any person who is not able to file the Udyam Registration for any reason including for lack of Aadhaar number, may approach any of the above Single Window Systems for Udyam Registration purposes with his Aadhaar enrolment identity slip or copy of Aadhaar enrolment request or bank photo pass book or voter identity card or passport or driving licence and the Single Window Systems will facilitate the process including getting an Aadhaar number and thereafter in the further process of Udyam Registration."

Paragraph 9(4): discrepancy or complaint
The text: "In case of any discrepancy or complaint, the General Manager of the District Industries Centre of the concerned District shall undertake an enquiry for verification of the details of Udyam Registration submitted by the enterprise and thereafter forward the matter with necessary remarks to the Director or Commissioner or Industry Secretary concerned of the State Government who after issuing a notice to the enterprise and after giving an opportunity to present its case and based on the findings, may amend the details or recommend to the Ministry of Micro, Small or Medium Enterprises, Government of India, for cancellation of the Udyam Registration Certificate."
Step by step, as the text reads:
- There is a discrepancy or complaint.
- The General Manager of the DIC of the concerned District enquires to verify the details submitted.
- The General Manager forwards the matter with remarks to the Director, Commissioner or Industry Secretary concerned of the State Government.
- That State official issues a notice to the enterprise and gives it an opportunity to present its case.
- Based on the findings, the State official "may amend the details or recommend to the Ministry ... for cancellation of the Udyam Registration Certificate".
Three things stand out. The enterprise gets notice and a hearing before any action, which is a safeguard. The State official can amend details but only recommends cancellation; the paragraph places the cancellation decision with the Ministry. And the notification does not give time limits for the enquiry or for the State's decision, does not say who can make the complaint, and does not describe any appeal. This article does not add any.
How it links to other paragraphs
A complaint about false details can overlap with paragraph 6(8), which makes intentional misrepresentation liable to the section 27 penalty; see paragraph 6(7) and (8). Suspension for not updating is a separate matter under paragraph 8(2).
What paragraph 9 does not say
- It does not give office addresses or contact points.
- It does not set time limits for the DIC enquiry or the State decision.
- It does not say who may lodge the complaint.
- It does not provide an appeal against the State's decision or the Ministry's cancellation.
- It does not say what happens to benefits already claimed if a certificate is cancelled.
Practical examples
Example 1: no Aadhaar yet. A person wants to register but has no Aadhaar number. Under 9(3), the person may approach a DIC or a Champions Control Room with, for example, an Aadhaar enrolment request copy, and the Single Window System will help in getting an Aadhaar number and going on with registration.
Example 2: a complaint on details. Someone complains that an enterprise's registered details are wrong. The General Manager of the DIC enquires and forwards the matter with remarks. The State official must issue a notice and hear the enterprise before amending the details or recommending cancellation.
Example 3: who cancels. The State official finds the details cannot stand. Paragraph 9(4) lets the State official recommend cancellation to the Ministry; the paragraph does not itself say the State cancels.
