The Authorised Economic Operator (AEO) programme is a voluntary trade-facilitation scheme of Indian Customs that certifies a business as a secure, compliant supply-chain partner. It has AEO-LO for logistics operators and AEO-T1, T2 and T3 for importers and exporters, with rising benefits at each tier.
Overview
AEO is India's implementation of the World Customs Organization SAFE Framework of Standards. A certified operator is recognised as low-risk, earning faster clearance and lighter customs intervention. The programme is administered by the CBIC under Circular No. 33/2016-Customs (as amended by later circulars), drawing authority from the Customs Act 1962.

Eligibility
- Business established in India and involved in international supply chain.
- Generally at least three financial years of activity (relaxable) and handling of a minimum number of customs documents (e.g., 25 bills of entry or shipping bills) in the preceding year.
- Financial solvency, a good compliance record (no serious customs/tax offences in the review period), and demonstrable systems for record-keeping, safety and security.
Benefits by Tier
- AEO-T1: lower examination percentage, faster clearance, deferred duty payment, ID cards for custodians, priority in certain services.
- AEO-T2: all T1 benefits, further reduced examination, a dedicated Client Relationship Manager, faster refunds/drawback, and MRA benefits in partner countries.
- AEO-T3: the highest facilitation — minimal examination, self-certification of origin documents, priority resolution, and the fastest clearance.
- Deferred Duty: AEO-T2 and T3 importers can pay duty on a deferred basis (fortnightly cycles) instead of transaction-by-transaction under the Deferred Payment of Import Duty Rules 2016.
Application Process
- Prepare the application in the prescribed Annexures (A, B, C, etc. for legal compliance, safety, security, financial solvency).
- Submit to the AEO Programme Manager / jurisdictional AEO cell, now largely through the online AEO web portal.
- For T1, verification is document-based; for T2/LO, an onsite physical verification of premises and systems is carried out.
- On satisfaction, the certificate is granted; T1 is targeted within about 15 days of a complete application.
Mutual Recognition
India has Mutual Recognition Agreements (MRAs) with several customs administrations (for example, South Korea, Hong Kong and others). Under an MRA, an Indian AEO's consignments receive facilitation benefits in the partner country and vice versa, reducing examination abroad.
Common Pitfalls
- Weak documentation of safety and security procedures, which delays T2/LO verification.
- Letting the certificate lapse — renewal must be initiated before expiry.
- Assuming AEO removes all examination — it lowers, not eliminates, risk-based checks.
