When you need an IEC — and when you don't

An Import Export Code (IEC) is a 10-digit code issued by the DGFT that is mandatory for anyone importing or exporting goods for business. Since the move to a PAN-based system, your IEC is the same as your PAN. But several activities are exempt — this checker walks through the common ones.

IEC is required when…
  • You import goods into India for a commercial or business purpose
  • You export goods out of India to a buyer abroad
  • You export services and want to claim benefits under the Foreign Trade Policy (e.g. duty scrips)
  • You need to clear goods through customs or receive/remit foreign currency for a trade transaction
IEC is not required when…
  • Your import or export is strictly for personal use, not for trade

How the IEC works — DGFT process

The IEC is applied for and issued online through the Directorate General of Foreign Trade (DGFT) portal. The process is fully digital and, in most cases, the code is generated the same day.

STEP 1

Register on DGFT

Create a profile on the DGFT portal using your PAN, mobile and email, verified by OTP.

STEP 2

Fill the ANF-2A form

Enter firm details, bank account and address; upload PAN, address proof and a cancelled cheque.

STEP 3

Pay ₹500 & submit

Pay the government fee online and submit the application, digitally signed or Aadhaar-verified.

STEP 4

Update every year

Confirm or update your IEC once a year on the portal so it stays active — even if nothing changed.

Key terms explained

IEC (Import Export Code)

A 10-digit code issued by the DGFT that is mandatory to import or export goods for business. Since the shift to a PAN-based system, the IEC is the same as the firm's PAN.

Foreign Trade Policy (FTP)

The DGFT policy governing India's imports and exports. Service exporters need an IEC only when they claim FTP benefits such as duty credit scrips or incentives.

Personal-use exemption

Goods imported or exported for personal use and not connected with trade do not require an IEC — the exemption is meant for genuinely non-commercial movement.

Notified exempt categories

Certain persons are exempt — notably Central / State Government departments and specific categories notified by the DGFT, who can transact without holding an IEC.

01Who needs an Import Export Code?

Anyone importing goods into India or exporting goods out of India for commercial purposes. Customs will not clear a commercial consignment, and banks will not process the trade remittance, without an IEC.

02Do service exporters need an IEC?

Not to export the service itself, since services are not routed through customs. But an IEC is required to claim benefits under the Foreign Trade Policy such as SEIS-type incentives or to obtain an RCMC, so most service exporters take one anyway.

03Who is exempt from holding an IEC?

Central and state government departments, and imports or exports for personal use not connected with trade, manufacture or agriculture. Certain notified categories are also permitted to use a common IEC.

04Is GST registration needed along with the IEC?

For goods exports, in practice yes — GSTIN is needed for a LUT or for a refund of IGST paid on exports, and the shipping bill carries the GSTIN. The DGFT application itself does not insist on it.

05Can an individual get an IEC?

Yes. A proprietor can apply against their own PAN. A current bank account in the business name and a valid address proof are the practical requirements.
