What Is Imported Tea Distributor Licence?

A quick, plain-language explanation before the details.

In simple terms

It is the Tea Board’s licence for the business that first distributes imported tea in India.

Legally

Paragraph 2(e) of the Tea (Distribution and Export) Control Order, 2005 defines a distributor as a person, firm, company, corporate body or co-operative engaged in distributing imported tea at the first point of distribution. Paragraph 3 bars any distributor from distributing imported tea except under a business licence; applications are made in Form A (paragraph 4) and the licence is granted in Form H (paragraph 9).

Governing authority

The Licensing Authority is the Chairman of the Tea Board of India under the Ministry of Commerce & Industry. Applications are filed through the Tea Board’s online licensing system.

Validity

A distributor’s business licence remains valid unless subsequently cancelled or suspended (paragraph 12(3)). It is personal to the licensee and cannot be sold or transferred.

Why it matters

Why Do Imported-Tea Distributors Need a Tea Board Licence?

The Tea Board regulates imported tea from the moment it enters the Indian distribution chain. Here is why the licence matters.

Talk to a Tea Licensing Expert →
  1. Legal Requirement

Distributing imported tea without a Tea Board business licence contravenes the Control Order.

  2. Quality & Labelling Rules

Licensed distributors must keep imported tea to the Order’s specifications, unadulterated and correctly packed and labelled.

  3. Protection from Seizure

Tea Board officers have powers of entry, search and seizure where tea is distributed in contravention of the Order.

  4. Buyer & Marketplace Trust

Retailers, marketplaces and institutional buyers increasingly ask importers for Tea Board licensing.

  5. One-Time Licence

Unlike the 3-year exporter licence, the distributor licence stays valid unless cancelled or suspended.

  6. Complete Import Stack

Together with IEC and FSSAI import clearance, it completes the legal basis for an imported-tea business.

What Documents Are Required for an Imported Tea Distributor Licence?

The Tea Board uses the same document annexure for exporter and distributor licences. Keep clear scans (PDF/JPG) ready — everything is collected securely over WhatsApp or email.

Choose a document group

Business & Import

Identity & registration proof
4 documents
  • Import Export Code (IEC) issued by DGFT, with matching address
  • FSSAI licence covering import of tea
  • PAN and GST registration of the business
  • Constitution proof — partnership deed, LLP agreement or Certificate of Incorporation

IEC comes first

A valid Import Export Code is needed to import tea at all, and the Tea Board checks that its address matches your application.

FSSAI import clearance is separate

Every tea consignment still clears Customs and FSSAI import clearance. The Tea Board licence does not replace them.

Incomplete files are rejected

The Board’s guidelines state that incomplete applications are rejected and must be filed afresh. We review every document first.

Government fee

The Tea Board’s published guidelines list ₹2,500 for a distributor licence, which is not required to be renewed. We confirm the current fee on the portal at filing.

Frequently Asked Questions

What is an imported tea distributor licence?
It is a business licence granted by the Tea Board of India under the Tea (Distribution and Export) Control Order, 2005 to a business that distributes imported tea at the first point of distribution in India.
Who counts as a “distributor” under the Order?
Paragraph 2(e) defines a distributor as a person, firm, company, corporate body or co-operative society engaged in the business of distributing imported tea at the first point of distribution of such tea.
Do retailers who buy imported tea from an importer need this licence?
The Order targets the first point of distribution — typically the importer who first puts imported tea into the Indian market. We review your supply chain to confirm whether the licence applies to you.
What is the validity of the distributor licence?
Under paragraph 12(3), a distributor’s business licence remains valid unless it is subsequently cancelled or suspended. There is no 3-year renewal cycle like the exporter licence.
Which forms are used?
The application is made in Form A under paragraph 4 of the Order, and the licence is granted in Form H under paragraph 9. The process is now completed on the Tea Board’s online licensing system.
What is the government fee?
The Tea Board’s published guidelines list ₹2,500 for a distributor licence, which is not required to be renewed. We confirm the current fee on the portal at filing. Our professional fee is quoted separately.
Is IEC required for an imported tea distributor licence?
Yes. You need an Import Export Code to import tea, and the Tea Board asks for a copy of it with an address matching your application.
Do I still need FSSAI import clearance?
Yes. Tea is a food product, so the importer needs an FSSAI licence covering import, and each consignment is cleared through Customs and FSSAI’s import clearance system. The Tea Board licence is in addition to these.
Is there a separate Tea Board clearance for each import consignment?
The distributor licence is a business licence, not a per-consignment permit. Where the Tea Board or the single-window system lists any consignment-level clearance for imported tea at the time you import, we check and handle it as part of the engagement.
What quality rules apply to imported tea?
Paragraph 22 of the Order bars distribution of imported tea that is not packed and marked as required, is adulterated, carries false or misleading label claims, or does not meet the specifications for tea in the Order.
Can I import tea and export it again?
Yes, but exporting needs a separate Tea Board exporter licence, and the Order requires imported tea to be exported within six months of import with at least 50% value addition.
Can the distributor licence be cancelled?
Yes. After a hearing, the Board can cancel or suspend it for misrepresentation, breach of contractual obligations, violating the Act or any Order under it, failing to follow directions, or closure of the distributor’s business.
Can I transfer the licence if I sell the business?
No. The licence is personal to the licensee and cannot be sold or transferred. The purchaser or transferee must obtain a fresh licence.
Do I need to file returns as a distributor?
The Order requires every business licensee to furnish returns and other information the Board calls for, and allows the Board to direct licensees to keep records and produce them for inspection.
