The Handloom Mark is a certification mark that tells buyers a product is genuinely hand-woven on a handloom. The Handloom Mark Scheme of the Ministry of Textiles, sponsored by the Office of the Development Commissioner (Handlooms), is implemented by the Textiles Committee, and the Mark is registered as a certification trade mark under the Trade Marks Act, 1999. Weavers, master weavers, co-operative societies, handloom corporations, self-help groups and manufacturer-exporters apply online on hlm.gov.in; registration follows an on-site verification, after which QR-coded labels are supplied against verified production. Draft Handloom Mark Standards (Labelling and Display) Regulations, notified to the WTO in March 2026, propose making the label mandatory for anything sold as “handloom”.

What Is Handloom Mark Registration?

A quick, plain-language explanation before the details.

In simple terms

The Handloom Mark is a label that certifies a product was woven on a handloom, not a power loom. Once you are registered and verified, you buy these labels and attach them to your handloom products so buyers can trust what they are paying for.

Legally

The Handloom Mark Scheme was notified by the Government of India in 2006. The Handloom Mark is registered as a certification trade mark under the Trade Marks Act, 1999, and the scheme is implemented by the Textiles Committee, a statutory body under the Textiles Committee Act, 1963.

Governing authority

Implemented by the Textiles Committee (Ministry of Textiles) through its regional offices, and sponsored by the Office of the Development Commissioner (Handlooms). Applications are filed on the Handloom Mark portal, hlm.gov.in.

Validity

Registration continues on the terms of the scheme and the user agreement, subject to genuine use, label purchase and verification. Label entitlement is linked to verified production capacity.

Why it matters

Why Is Handloom Mark Registration Important?

For handloom producers, the Handloom Mark separates genuine hand-woven products from power-loom imitations — and the proposed regulations may soon make it mandatory. Here is why it matters.

Talk to a Handloom Compliance Expert →
  1. Proof of Genuine Handloom

The Mark certifies that products are hand-woven, protecting weavers from power-loom imitations sold as handloom.

  2. Verifiable QR Labels

QR-coded labels let buyers verify authenticity, building trust with customers, retailers and online marketplaces.

  3. Proposed Mandatory Labelling

Draft Handloom Mark Standards (Labelling and Display) Regulations propose that anything sold as “handloom” must carry a valid label.

  4. Better Price Realisation

Certified handloom products can command a premium and access buyers who insist on authenticity.

  5. Export Credibility

A recognised national certification strengthens the handloom claim with overseas buyers and importers.

  6. Scheme & Market Linkages

Registration aligns you with Ministry of Textiles handloom promotion, exhibitions and marketing initiatives.

Frequently Asked Questions

What is the Handloom Mark?
The Handloom Mark is a certification mark that confirms a product is genuinely hand-woven on a handloom. It is registered as a certification trade mark under the Trade Marks Act, 1999 and used through QR-coded labels.
Who implements the Handloom Mark Scheme?
The scheme of the Ministry of Textiles is implemented by the Textiles Committee through its regional offices and sponsored by the Office of the Development Commissioner (Handlooms).
Who can register for the Handloom Mark?
Anyone involved in the production and marketing of handloom products — individual weavers, master weavers, co-operative societies, handloom development corporations, self-help groups and manufacturer-exporters.
How do I apply?
Applications are made online on the Handloom Mark portal, hlm.gov.in, in the relevant category. After scrutiny, Textiles Committee officials carry out an on-site verification before registration.
Why is there an on-site verification?
To prevent misuse, applicants are registered only after officials verify the presence of handlooms, ongoing production, production centres and records.
How are labels supplied?
Registered users buy QR-coded Handloom Mark labels from the Textiles Committee, with entitlement linked to verified production. Labels cannot be reused, transferred or duplicated.
What is the registration fee and label cost?
The registration fee and per-label charge are notified by the Textiles Committee and paid at actuals. Our professional fee is separate and quoted after a quick scope check.
Is the Handloom Mark mandatory?
Historically the scheme has been voluntary. Draft Handloom Mark Standards (Labelling and Display) Regulations, notified to the WTO in March 2026, propose that every product marketed as “handloom” carry a valid label, with a proposed entry into force of 1 October 2026. Check the final Gazette notification — we track it for you.
What will the proposed regulations require?
As drafted, they require producers to register before affixing labels, keep raw material, production, sales and label-usage records, allow inspections, and ensure traders sell handloom products only with valid labels. Penalties are linked to the Textiles Committee Act and the Trade Marks Act.
How is the Handloom Mark different from India Handloom Brand?
The Handloom Mark certifies that a product is hand-woven. India Handloom Brand, launched by the Ministry of Textiles in 2015, is a separate premium brand for high-quality handloom products that meet its own quality and social-compliance criteria, with its own registration.
Is the Handloom Mark the same as a GI tag?
No. A Geographical Indication protects products linked to a specific region, such as a traditional saree. The Handloom Mark certifies hand-woven production in general. A product can carry both.
Can a retailer or brand register?
Entities that produce or get handloom products produced through verified weavers can register. Under the draft regulations, even unregistered traders must sell handloom products only with valid labels traceable to the weaver or loom.
Does the Handloom Mark help exporters?
Yes. It is a recognised national certification of handloom origin that strengthens your claim with overseas buyers. Handloom origin certificates for concessional duty abroad are a separate Textiles Committee service.
What happens if labels are misused?
Misuse — using labels without registration, on non-handloom products, or counterfeiting — can lead to cancellation of registration and action under the applicable laws, including the Trade Marks Act.
Can TaxClue manage the full registration?
Yes. We file the application, organise production records, prepare you for verification, guide label orders and set up usage records — and track the labelling regulations for you.
