Quick Answer

The Import Export Code (IEC) is a 10-digit, PAN-based code issued by the DGFT (Directorate General of Foreign Trade, Ministry of Commerce). It is mandatory for any business that imports or exports goods from India — without it customs will not clear consignments and banks cannot process foreign-trade payments. You apply online at dgft.gov.in for a Rs 500 government fee; the code is usually issued in 1-3 working days. IEC is permanent — there is no renewal, but you must confirm/update the details once a year between 1 April and 30 June or it is deactivated.

IEC is now PAN-based — one PAN, one IEC

Since the DGFT digitisation, the IEC is issued against the applicant's PAN and, for most importer-exporters, the IEC number equals the PAN. A single PAN can hold only one IEC. A sole proprietor gets the IEC on the proprietor's own PAN.

Who needs it

Who Needs IEC and Who is Exempt

IEC is compulsory for commercial import/export of goods. A few categories are exempt or can use PAN instead. Traders should also hold GST registration, which is separate from IEC.

How to Apply for IEC on the DGFT Portal

The whole process is online at dgft.gov.in — no physical visit and no paper filing.

  1. 1RegisterSign up on dgft.gov.in with PAN, mobile & email
  2. 2Fill ANF-2AServices → Apply for IEC; enter business & bank details
  3. 3Upload proofsPAN, ID, bank proof, address proof
  4. 4Pay Rs 500Online via net-banking / UPI / card (Bharatkosh)
  5. 5Get IECe-Signed & issued by DGFT, usually in 1-3 days
Beware fake "IEC fee" and agent sites

The only official portal is dgft.gov.in and the government fee is Rs 500. Third-party sites that charge high "processing fees" or claim to speed up issuance are not DGFT. Never share your DGFT login OTP with anyone.

✓You clearly need IEC if

  • You import or export goods commercially
  • You want to claim RoDTEP / export incentives
  • You export via courier or e-commerce
  • Your bank asks for IEC to clear foreign-trade funds

!You may not need it if

  • You only supply within India (GST is enough)
  • You import goods purely for personal use
  • You are a service exporter not claiming DGFT benefits
  • You are a government department using PAN
Stay active

The Mandatory Annual IEC Update (Apr-Jun)

IEC never expires, but DGFT requires every holder to electronically confirm or update the IEC details once each year, between 1 April and 30 June. The update is free. If you miss the window, the IEC is deactivated and stays blocked until you log in and complete the update — so always check your IEC is active before you ship.

Deactivated IEC = held-up shipments

A deactivated IEC blocks customs clearance and bank remittances. Reactivation is simply completing the pending update on dgft.gov.in, but do it well before a shipment deadline to avoid demurrage and delays.

One common query: is service tax charged on IEC or on exports? No. Service tax was abolished and subsumed into GST from 1 July 2017 — it no longer exists. Import/export is now governed by GST (with IGST on imports and zero-rating of exports) alongside customs duty; see our reverse charge under GST guide for imported services.

IEC Code — Frequently Asked Questions

Short, direct answers to the 15 questions readers ask most on this topic.

IEC is a 10-digit, PAN-based identification code issued by the DGFT (Directorate General of Foreign Trade) under the Ministry of Commerce. It is mandatory for any person or business importing or exporting goods from India. Since digitisation the IEC is issued against the applicant's PAN, and for most importer-exporters the IEC number is the same as the PAN.

Yes, for commercial import or export of goods it is mandatory. Without an IEC, customs will not clear your consignment and banks cannot process foreign-exchange payments or receipts for trade. Exemptions exist only for government departments, defence imports and personal (non-commercial) imports. Service exporters do not strictly need IEC for the service itself but require it to claim DGFT benefits like SEIS or RoDTEP.

The DGFT government fee for a new IEC is Rs 500, paid online on dgft.gov.in via net banking, UPI or card (Bharatkosh). Beware of third-party sites charging inflated "processing" fees — the official fee is Rs 500 and the process is entirely online and paperless.

Once you submit a complete application with correct documents and the Rs 500 fee, DGFT typically issues the IEC within 1-3 working days by email. Automated, Aadhaar-e-signed applications with clean bank/PAN validation are often issued faster.

Apply on dgft.gov.in: (1) register/login with PAN, mobile and email; (2) go to Services and select Apply for IEC (form ANF-2A); (3) enter business and bank account details; (4) upload PAN, Aadhaar/passport, cancelled cheque or bank certificate and address proof; (5) pay the Rs 500 fee online; (6) e-sign and submit — the IEC is issued by email, usually within 1-3 working days. No physical visit is needed.

You need the PAN of the applicant entity, identity proof (Aadhaar or passport of the proprietor/partner/director), bank proof (cancelled cheque or bank certificate with account number and IFSC), registered-address proof, and a constitution document (incorporation certificate, LLP agreement or partnership deed — not needed for a proprietorship). All are uploaded as soft copies; the form is e-signed with Aadhaar OTP or a DSC.

You need to e-sign the application either with an Aadhaar-linked mobile (OTP-based e-sign) or with a Class-3 Digital Signature Certificate (DSC). Aadhaar e-sign is the quickest route for proprietors and directors whose Aadhaar is linked to an active mobile number.

Yes. IEC can be obtained by any entity — sole proprietorship, partnership, LLP, private or public company, trust, HUF or individual. For a sole proprietor the IEC is issued against the proprietor's own PAN, because a proprietorship has no separate PAN. A single PAN can hold only one IEC.

No, IEC is a permanent code with no renewal or expiry. However, since 2021 DGFT requires every holder to electronically confirm or update the IEC details once a year, between 1 April and 30 June. This update is free. If you miss the window, the IEC is deactivated until you log in and complete the update.

The IEC gets deactivated. A deactivated IEC blocks customs clearance and foreign-trade bank remittances. To reactivate, simply log in to dgft.gov.in and complete the pending annual update — it becomes active again once submitted. Do this well before any shipment to avoid delays and demurrage.

Log in to dgft.gov.in, open your IEC profile, and use Update IEC to change address, bank, directors or other details, then e-sign and submit. The annual confirmation (Apr-Jun) is free; certain modifications made outside the free window may attract a small DGFT fee (around Rs 200).

It is not permitted. Customs will hold your shipment, banks will refuse foreign-trade payments, and you will be ineligible for export incentive schemes such as RoDTEP and advance authorisation. Penalties can also apply under the Foreign Trade (Development and Regulation) Act, 1992. Since IEC costs only Rs 500 and issues in a few days, there is no reason to trade without it.

No. IEC is a DGFT code for foreign trade; GST registration is a tax registration for supplying goods or services in India. An importer-exporter usually needs both — IEC for customs and bank clearance, and GST because imports attract IGST and exports are zero-rated under GST. They are separate registrations obtained on different portals.

No. Service tax was abolished and subsumed into GST from 1 July 2017 and no longer exists. Foreign trade is now governed by GST (IGST on imports, zero-rating of exports) together with customs duty. There is no service tax on obtaining or holding an IEC.

Yes. Sellers exporting goods through courier or postal channels, including via e-commerce marketplaces, need an IEC for customs clearance of those shipments. Only purely domestic sellers who never export goods can operate without one.
