Rule 7 of the Baggage Rules, 2026 gives a larger allowance, in addition to the general one, to a person who transfers residence to India or returns after working abroad. The size of the allowance depends on the length of stay and is set out in Appendix-I (residents and tourists of Indian origin) and Appendix-II (foreigners with a valid visa other than tourist visa). Rules 8 and 9 deal with currency and pets.

This article reads the Rules as amended up to 3 October 2026, that is, as made by Notification No. 14/2026-Customs (N.T.), in force from 2 February 2026 (no amending notification found). Later notifications should be checked, and no official consolidated text exists.

Rule 7: the structure

Rule 7(1) covers a resident or tourist of Indian origin who is engaged in a profession abroad, or transfers residence to India, on return. Such a person is allowed clearance without payment of duty, in addition to what rule 3 or rule 5 gives, of articles in bona fide baggage to the extent in column (2) of Appendix-I, subject to the conditions in column (3) and relaxed to the extent by the authority in column (4).

Rule 7(2) gives the same for a foreigner with a valid visa other than tourist visa, engaged in a profession in India or transferring residence to India, on arrival, under Appendix-II.

Rule 7(3) says the personal and household articles specified in Annexure-II may be brought on transfer of residence up to the value in Appendix-I and II.

Rule 7(4) deals with a shortfall in the prescribed duration of stay. The passenger must, without delay, inform the Principal Commissioner or Commissioner of Customs having jurisdiction over the customs station where clearance without payment of duty was allowed, and pay the applicable duty, if any, along with interest. The Rules do not print an interest rate.

Annexure-II: the household articles

The thirty entries printed are: home theatre system; air-conditioner; microwave oven; washing machine; gas cooking range; personal computer (desktop computer); laptop or notepad; domestic refrigerator; television; dish washer; deep freezer; video camera or a combination of it with a television receiver, sound recording or reproducing apparatus or video reproducing apparatus; vacuum cleaner; air fryer; dryer machine; air cooler; play station or any other gaming console; water dispenser; oil heater; electric oven; musical instrument (piano or guitar, etc.); tablet; small Bluetooth speakers; air purifier; dehumidifier; multifunction printer; robotic vacuum cleaner; massage chair; projector; and amplifier.

Note that television appears in Annexure-I (excluded from the general allowance) and again in Annexure-II (allowed on transfer of residence within the Appendix limits). Appendix entries cover "personal and household articles, other than those mentioned in Annexure-I but including articles mentioned in Annexure-II not more than one unit each".

Appendix-II: foreigners with a valid visa other than tourist visa

The last row of Appendix-II as printed also carries an entry headed "returning after stay abroad of two years or more", with seven lakh fifty thousand rupees and conditions that mirror the Appendix-I row (two years abroad immediately preceding arrival; short visits in India not exceeding six months in the two preceding years; concession not availed in the three preceding years). Because the entry sits under the foreigner's Appendix, confirm with the official text which passengers it is meant for before relying on it.

Example. Kavita, a resident, returns on transfer of residence after three years abroad and has not used this concession in the last three years. Her total short visits to India in the two preceding years were five months. She falls in the two-years-or-more row of Appendix-I: she may bring one unit each of Annexure-II articles up to seven lakh fifty thousand rupees, in addition to the general allowance described in our article on rules 5 and 6.

Rule 8: currency

Rule 8 says the import and export of currency under these Rules is governed by the Foreign Exchange Management (Export and Import of Currency) Regulations, 2015 and the notifications issued under them. The Rules print no currency limit. Check the current foreign exchange position before travelling. For the declaration side, see the Baggage Declaration and Processing Regulations, 2026.

Rule 9: pets

Rule 9 says the import of pets by a passenger is regulated by the rules notified by any Ministry or Department or any authority of the Central Government. The Baggage Rules themselves lay down no pet conditions.
