Key terms explained
ECR (Electronic Challan-cum-Return)
The EPFO's monthly return-and-payment file. Employers upload wage and contribution details as an ECR on the Unified Portal and remit PF dues — both the return and the payment are due by the 15th of the following month.
Form 24Q
The quarterly TDS return for salaries under Section 192. It reports salary paid and tax deducted for each employee. Filed for Q1–Q4 by 31 Jul, 31 Oct, 31 Jan and 31 May respectively; the Q4 return carries the annual salary annexure.
Form 16
The annual TDS certificate the employer issues to each salaried employee, summarising salary and tax deducted for the year. It must be issued by 15 June after the financial year and is the basis for the employee's income-tax return.
Labour Welfare Fund (LWF)
A small state-level welfare contribution from employer and employee. Frequency and amount are set by each state — usually half-yearly (Jun & Dec) or annual (Dec). Some states don't levy it at all, so confirm your state's rule.

01What are the recurring payroll compliance dates?
TDS on salary deposited by the 7th of the following month, EPF and ESI contributions by the 15th, professional tax by the date set by each state (commonly the 15th or the last day), and quarterly TDS returns in Form 24Q by the 31st of the month following the quarter, except Q4 which is due by 31 May.
02When are the annual payroll obligations?
Form 16 issued to employees by 15 June, the EPF annual return position reconciled after the March filing, the bonus return in Form D within 30 days of payment, and the annual returns required under state Shops & Establishment or labour welfare fund rules.
03What happens if PF or ESI is deposited late?
For EPF, interest at 12% per annum plus damages that rise with the length of delay. For ESI, interest at 12% plus damages. Delayed employee contributions are also permanently disallowed as a deduction to the employer under section 36(1)(va).
04What is the labour welfare fund?
A small periodic contribution by employer and employee required in several states, payable half-yearly or annually depending on the state. The amounts are trivial but the return is easy to miss.
05Does a small employer have fewer obligations?
Fewer, not none. TDS on salary and professional tax apply from the first employee in most states, while EPF and ESI depend on crossing the coverage thresholds of 20 and 10 employees respectively.
