What is a GST state code?
Every state and union territory in India has a unique two-digit GST state code, drawn from the 2011 Census state codes. The code forms the first two digits of every GSTIN and decides whether a supply is intra-state (CGST + SGST) or inter-state (IGST). It also appears on invoices, e-way bills and returns.

Key terms explained
State code
The first two digits of a GSTIN, from the notified GST state-code list (01–38, plus 97 and 99). It identifies the state or UT where the taxpayer is registered and drives CGST/SGST vs IGST.
PAN embed
Characters 3 to 12 are the taxpayer's 10-character PAN. Because the PAN is embedded, one PAN can hold multiple GSTINs — one per state — all sharing the same middle segment.
Entity code
The 13th character is the registration/entity number — how many registrations that PAN holds within the same state. It runs 1–9 then A–Z, allowing up to 35 registrations per state.
Default Z
The 14th character is currently fixed as the letter Z for all taxpayers. It is reserved for future use, so any GSTIN without a Z in this slot is invalid.
Checksum
The 15th character is a check digit computed from the first 14 characters. It lets systems detect typos: change one digit and the checksum no longer matches, so an obviously wrong GSTIN can be rejected before it is used.

01What is a GST state code?
The two-digit code at the start of every GSTIN, taken from the census state codes — 07 for Delhi, 27 for Maharashtra, 29 for Karnataka, 33 for Tamil Nadu, and so on. It identifies the state in which the registration is held.
02Why does the state code matter on an invoice?
It determines whether the supply is intra-state, attracting CGST and SGST, or inter-state, attracting IGST. Charging the wrong head means the tax has to be paid again under the right head and refunded under the wrong one.
03How do I decode the rest of a GSTIN?
Digits 3 to 12 are the PAN of the registered person, the 13th is the serial of that registration for the same PAN in that state, the 14th is normally "Z", and the 15th is a checksum character.
04What state code do SEZ units and OIDAR suppliers use?
An SEZ unit takes a separate registration in the state where it is located, and supplies to and from it are treated as inter-state. Non-resident OIDAR suppliers register under a special series rather than a state code.
05Can two registrations exist in the same state?
Yes. A person may take separate registrations for distinct places of business within a state, in which case the 13th digit of the GSTIN differs.
