Registering as a seller on the Government e-Marketplace (GeM) has no government fee — creating your seller account and listing basic products is free. Costs only arise from optional or conditional add-ons: the QCI Vendor Assessment, refundable caution money based on your turnover slab, and any professional help you choose to hire.
Caution money slabs & vendor assessment
GeM may collect a one-time refundable caution money deposit that scales with your expected transaction value. The Vendor Assessment by the Quality Council of India (QCI) is a paid, one-time evaluation needed for many product categories and to sell as an OEM.

GeM registration fee
There is no fee to register as a seller on the Government e-Marketplace. Creating your seller profile and listing products on the portal is completely free.
Vendor Assessment (QCI)
A one-time, paid evaluation by the Quality Council of India — ₹11,200 + 18% GST ≈ ₹13,216 — needed to sell in many categories and to be listed as an OEM. Valid for around three years.
Caution money
A refundable one-time security deposit GeM may collect, scaling with your transacted value — ₹5,000, ₹10,000 or ₹25,000. Returned on exit when there are no pending dues.
OEM Panel
Registering as an Original Equipment Manufacturer lets you authorise resellers and list brand products. It requires a valid Vendor Assessment first.
What is GeM and who can register?
The Government e-Marketplace is the portal through which central and state government departments and PSUs buy goods and services. Any registered business — proprietorship, partnership, LLP or company — with PAN, GST where applicable and an Aadhaar-verified authorised person can register as a seller.
Is GeM registration free?
Registration itself is free. Costs arise later: caution money that a seller must deposit once they cross an order threshold, and a transaction charge that GeM levies on higher-value orders.
What is GeM caution money?
A refundable deposit a seller keeps with GeM, in a slab based on the seller's turnover on the platform. It is required before participating in bids beyond a value threshold and is returned when the seller exits.
Do I need a GST registration to sell on GeM?
For goods, generally yes. Some service categories and certain small sellers are permitted without it, but almost every product seller supplying to government buyers needs GSTIN, because the buyer requires a tax invoice.
