The Textiles Committee — a statutory body under the Textiles Committee Act, 1963 and the Ministry of Textiles — is authorised by DGFT to issue Certificates of Origin (CoO) for textile exports: preferential certificates under FTAs / PTAs / CECAs / CEPAs, GSP certificates, non-preferential CoOs, and Handloom, Cottage Industry or Industrial Craft certificates under bilateral arrangements. Any exporter with a valid IEC can register with the Committee in the prescribed format and pay the registration charges online. Preferential certificates are issued digitally through DGFT’s e-CoO platform, and the Committee is also a local administrator for the EU’s REX system. The registration is renewed annually.

What Is Textile Export CoO / GSP Registration?

A quick, plain-language explanation before the details.

In simple terms

A Certificate of Origin proves where your goods were made. Many importing countries give lower duty on Indian textiles only if a valid CoO accompanies the shipment. Registering with the Textiles Committee lets you obtain these certificates for textile exports.

Legally

The Textiles Committee is constituted under the Textiles Committee Act, 1963. Under the Foreign Trade Policy, DGFT designates agencies to issue preferential and non-preferential Certificates of Origin; the Textiles Committee is authorised for GSP, FTA / PTA / CECA / CEPA and non-preferential CoOs for textiles, and for handloom origin certificates under bilateral arrangements.

Governing authority

Textiles Committee, Ministry of Textiles, through its regional offices. Preferential CoOs are applied for and issued digitally on DGFT’s e-CoO / Trade Connect platform, which routes them to the Committee as the issuing agency.

Validity

Exporter registration with the Textiles Committee is renewed annually. Each Certificate of Origin is issued per shipment, and its acceptance period is governed by the rules of the relevant trade agreement.

Why it matters

Why Register with the Textiles Committee for CoO?

For textile exporters, the right Certificate of Origin can be the difference between full duty and concessional duty for your buyer. Here is why it matters.

Talk to a Textile Export Expert →
  1. Tariff Concessions for Buyers

Preferential CoOs let importers in FTA partner countries claim reduced or zero duty on Indian textiles — a direct price advantage.

  2. Covers Many Trade Agreements

One registration supports certificates under multiple FTAs, PTAs, CECAs and CEPAs, plus GSP and non-preferential CoOs.

  3. Handloom Origin Certificates

Handloom, cottage industry and industrial craft certificates, issued after inspection, help eligible products claim concessions abroad.

  4. EU REX Registration

The Committee is a local administrator for the EU REX system, under which registered exporters self-certify origin for GSP shipments.

  5. Digital, Faster Issuance

Preferential CoOs are issued digitally on DGFT’s e-CoO platform, cutting paper and courier delays.

  6. Buyer & Bank Confidence

Correct origin documents avoid rejections at destination customs and satisfy LC and buyer requirements.

  • PAN and GST registration certificate
  • Constitution proof — partnership deed, LLP agreement or incorporation certificate

IEC is mandatory first

Only exporters registered with DGFT and holding a valid IEC can register with the Textiles Committee. We can obtain or update your IEC first.

Origin rules differ by FTA

Each agreement has its own product-specific rules of origin — yarn-forward, fabric-forward or value-addition tests. A CoO is only as good as the origin claim behind it.

Preferential CoOs are digital

Preferential certificates are applied for and issued on DGFT’s e-CoO platform. Paper applications for these are no longer the route.

Renew every year

Textiles Committee registration is renewed annually. A lapse can also affect REX registration made through the Committee.

Frequently Asked Questions

Who issues Certificates of Origin for textile exports?
DGFT has authorised the Textiles Committee, a statutory body under the Ministry of Textiles, to issue Certificates of Origin for textiles — GSP, FTA / PTA / CECA / CEPA preferential certificates and non-preferential CoOs. Other DGFT-listed agencies also issue CoOs for various products.
Who can register with the Textiles Committee?
Any exporter registered with DGFT and holding a valid Import Export Code can register with the Textiles Committee by applying in the prescribed format and paying the registration charges online.
How often is the registration renewed?
Registration with the Textiles Committee is renewed annually. The Committee notes that annual renewal is also mandatory to maintain REX registration made through it.
What is a preferential Certificate of Origin?
A preferential CoO certifies that goods meet the rules of origin under a trade agreement, so the importer can claim reduced or zero duty. Examples include certificates under India’s FTAs and CEPAs.
What is a non-preferential Certificate of Origin?
A non-preferential CoO simply certifies the country of origin for customs, letters of credit or buyer requirements. It does not give tariff concessions.
What is GSP and does it still apply?
The Generalised System of Preferences is a unilateral scheme under which some developed countries give lower duties to developing countries. Coverage depends on the donor country — for example, the US withdrew India’s GSP eligibility in 2019 — so we check each market before you apply.
What is the REX system?
REX (Registered Exporter) is the EU’s self-certification system for GSP origin, also used by Norway and Switzerland. Registered exporters make origin statements themselves instead of obtaining GSP certificates. The Textiles Committee is a local administrator for REX registration.
What are handloom origin certificates?
Under bilateral arrangements with certain countries and blocs, the Textiles Committee issues Handloom, Cottage Industry or Industrial Craft certificates after a limited inspection, so eligible handloom items can claim duty concessions.
Where are preferential CoOs applied for?
On DGFT’s e-CoO platform, part of the Trade Connect e-platform. The application is routed to the chosen issuing agency, such as the Textiles Committee, and the certificate is issued digitally.
What is the government fee?
The Textiles Committee charges registration charges and per-certificate charges as notified by it, paid online at actuals. Our professional fee is separate and quoted after a quick scope check.
Do I need an RCMC as well?
An RCMC from the relevant Export Promotion Council — for example AEPC for apparel or TEXPROCIL for cotton textiles — is separate and needed for FTP benefits. We can handle both.
What are rules of origin?
Rules of origin set the conditions — such as a change in tariff heading or minimum local value addition — that goods must meet to count as Indian-origin under a given agreement. They differ by agreement and product.
Can a merchant exporter get a CoO?
Yes, a merchant exporter can apply, provided the goods meet the origin criteria and supporting documents from the manufacturer are available to substantiate the claim.
What happens if a CoO is rejected abroad?
The importer may lose the tariff concession and pay full duty, and the destination customs may seek verification of origin from India. Accurate origin claims and records avoid this.
Can TaxClue manage the complete process?
Yes. We handle Textiles Committee registration, e-CoO setup, origin checks, shipment-wise certificate applications, REX guidance and annual renewals — along with IEC and RCMC support.
