A warehouse must be registered with WDRA to issue negotiable warehouse receipts, which are now issued only in electronic form (e-NWR) through WDRA-registered repositories. Legally

The Warehousing (Development and Regulation) Act, 2007 provides for negotiable warehouse receipts and the regulation of warehouses issuing them. Registration is governed by the Warehousing (Development and Regulation) Registration of Warehouses Rules, 2017, as amended from time to time.

Governing authority

The Warehousing Development and Regulatory Authority (WDRA), under the Department of Food and Public Distribution, Ministry of Consumer Affairs, Food and Public Distribution, registers warehouses and regulates the e-NWR system and repositories.

Validity

Registration is granted for a period set under the Registration Rules and must be renewed on time; the period can also be linked to the validity of the security deposit. Renewal is done on the WDRA portal.

What Documents Are Required for WDRA Registration?

WDRA publishes separate checklists for individual and non-individual warehousemen and for agricultural and non-agricultural warehouses. Keep clear scans (PDF/JPG) ready — we organise them with you over WhatsApp or email.

WDRA publishes fees by capacity slab — for example ₹5,000 for an agricultural warehouse up to 500 tonnes, rising by slab, and ₹50,000 for a non-agricultural or combined warehouse up to 10,000 tonnes. FPOs, PACS and SHGs pay ₹500.

Lease clauses matter

Leased warehouses must use lease deeds and NOCs containing WDRA’s model clauses. Missing clauses are a common reason for objections.

Can a warehouse still issue paper NWRs?
No. Following amendments to the Registration Rules, WDRA-registered warehouses issue negotiable warehouse receipts only in electronic form through registered repositories.
What are the categories of warehouses?
WDRA registers agricultural warehouses, non-agricultural warehouses and combined warehouses storing both, along with cold storages for notified horticultural commodities. The category drives the fee, deposit and inspection requirements.
What is the WDRA application fee?
WDRA publishes the fee by capacity. For agricultural warehouses it starts at ₹5,000 up to 500 tonnes and rises by slab to ₹30,000 above 25,000 tonnes. For non-agricultural or combined warehouses it is ₹50,000 up to 10,000 tonnes, ₹75,000 up to 25,000 tonnes and ₹1,00,000 above that. FPOs, PACS and SHGs pay ₹500.
Is a security deposit required?
Yes. WDRA has notified security deposit requirements for agricultural, non-agricultural and combined warehouses, most recently by gazette notification in 2025. The amount depends on the category and capacity; we check the current notification for your warehouse.
Can a leased warehouse be registered?
Yes, provided the lease deed and the owner’s NOC contain the clauses WDRA prescribes and the lease covers the registration period. WDRA publishes model clauses for the lease deed and NOC.
Can a consultant file the WDRA application for me?
WDRA states that registration is an online process to be performed by the applicant directly on its portal, and that no agents or consultants are to be involved in the process. We therefore do not file or log in for you — we advise, prepare documents and help you get inspection-ready, and you file yourself.
Is there an inspection before registration?
Yes. Warehouses are inspected as per WDRA’s inspection guidelines, covering structure, equipment, storage practices and records. Observations must be closed before registration.
Which commodities can be stored against NWRs?
WDRA notifies the agricultural, horticultural and non-agricultural commodities for which negotiable warehouse receipts can be issued. We check whether your commodities are on the current notified list.
Can FPOs and PACS register their warehouses?
Yes. WDRA has specific guidelines for PACS warehouses, and FPOs, PACS and Self Help Groups pay a reduced application fee of ₹500.
How is WDRA registration renewed?
Renewal is applied for on the WDRA portal before the registration expires, with the renewal fee, a valid security deposit, insurance and current lease documents. We send reminders and a renewal checklist.
Does WDRA registration replace GST or FSSAI?
No. A warehouse business still needs GST registration where applicable, and warehouses storing food may need an FSSAI licence or registration. WDRA registration is specific to issuing negotiable warehouse receipts.
