Rule 45 of the Mineral Conservation and Development Rules, 2017, framed under the Mines and Minerals (Development and Regulation) Act, 1957, requires the holder of a mining lease and any person or company engaged in trading, storage, end-use or export of minerals to register online with IBM in Form K. IBM allots a registration number and keeps an online register of registered persons.
Administered by the Indian Bureau of Mines, Nagpur, under the Ministry of Mines, through its Regional Offices. Form K is filed online and routed to the IBM Regional Office for the State where the activity takes place.
Rule 45 does not prescribe an expiry — the registration continues while the activity continues. Changes in any Form K particulars must be updated with IBM, and returns must be filed on time to keep the registration in good standing.

Rule 45(2) requires the application before commencement of trading, storage, end-use or export — and, for a lease holder, within one month of registration of the lease deed.
