What Is Cosmetics Import Registration (COS-2)?

Cosmetics import registration is CDSCO’s approval for a specific set of imported cosmetic products from a specific manufacturing site, so they can be imported into and sold in India.

Legally

Import of cosmetics is regulated under the Drugs and Cosmetics Act, 1940 and the Cosmetics Rules, 2020 (G.S.R. 763(E) dated 15 December 2020). The application is made in Form COS-1 and the Import Registration Certificate is granted in Form COS-2 under Rule 13.

Governing authority

The Drugs Controller General (India), as Central Licensing Authority, grants the registration through the Cosmetics Division of CDSCO headquarters, New Delhi. Applications are filed online on the SUGAM portal.

Validity

A COS-2 remains valid in perpetuity, subject to payment of the registration certificate retention fee before the end of each five-year period from issue, unless suspended or cancelled.

What is a variant for cosmetics registration?
A different colour, shade or flavour of a product is treated as a variant. Each variant must be listed and covered by the fee and by the FSC.
How are cosmetics categorised?
Products are classified into the categories set out in the Fourth Schedule of the Cosmetics Rules, 2020. The category drives the fee and the scope of the certificate.
Can I add products or sites to an existing COS-2?
Yes, by applying for an endorsement. No fee applies for additional products in an already registered category made at the same site; a new category costs USD 1,000 and a new site USD 500. The endorsement is valid as long as the base certificate.
Can I import a cosmetic already registered by another company?
Yes. A cosmetic already registered under Rule 13 can be imported by another person by applying in Form COS-4 on SUGAM for an Import Registration Number in Form COS-4A, with the prescribed undertaking. COS-4A is valid for three years.
Is an FSC from the country of origin required?
Yes. An FSC for all variants is required. It should be issued by the national regulator of the country of origin, or by another competent body with authentication as CDSCO specifies, such as apostille or embassy attestation.
What if my product contains a new ingredient?
A cosmetic with a novel ingredient not recognised for cosmetic use is a new cosmetic. It needs prior permission in Form COS-3, applied for in Form COS-12, before registration for import.
Can I import bulk formulation for filling in India?
Yes, with additional documents — including the valid manufacturing licence of the Indian filling unit and details of the brand owner — as described by CDSCO for bulk finished formulations ready to fill.
Can registered cosmetics be imported through any port?
Per CDSCO, cosmetics with a valid Registration Certificate can be imported through notified ports of India.
