Quick Answer

Linking PAN with Aadhaar is mandatory under Section 139AA of the Income-tax Act for every PAN holder who has an Aadhaar (barring exempt categories). You can link on the Income Tax e-filing portal (Quick Links → Link Aadhaar, no login needed) or by SMS to 567678. A late fee of Rs 1,000 under Section 234H applies for linking after the deadline. An unlinked PAN becomes inoperative — you cannot file ITR, refunds are withheld and TDS/TCS is deducted at higher rates.

New rule for PAN issued via Aadhaar Enrolment ID

Under CBDT Notification 26/2025 (dated 3 April 2025), anyone who was allotted a PAN using an Aadhaar Enrolment ID (not the Aadhaar number) in an application filed before 1 October 2024 must intimate their actual Aadhaar number to the Income Tax Department by 31 December 2025. If not, that PAN becomes inoperative from 1 January 2026. Most taxpayers who already gave their 12-digit Aadhaar are unaffected.

Step by step

The whole process is free of any government charge except the Rs 1,000 late fee (if applicable), and takes a few minutes on the e-filing portal.

Open portalincometax.gov.in → Link Aadhaar
Enter PAN & AadhaarNo login required
Pay Rs 1,000 feee-Pay Tax, if applicable
Verify by OTPSent to Aadhaar-linked mobile
ConfirmationRequest submitted for linking
  • PAN and Aadhaar cards handy
  • Name / DOB broadly matching on both
  • Mobile number registered with Aadhaar (for OTP)
  • Rs 1,000 late fee paid via e-Pay Tax (if due)
  • Correct Assessment Year selected while paying
  • Wait for confirmation SMS/status update
Pay the fee first, then link

SMS-based linking and portal submission only go through once the Rs 1,000 fee is paid. Pay via e-Pay Tax → Other Receipts (500) → Fee (Sec 234H) under the current Assessment Year, wait a few minutes for the challan to reflect, then submit the Link Aadhaar request.

Two more ways

Link by SMS & Check Your Link Status

Link via SMS

From your Aadhaar-registered mobile, send: UIDPAN <12-digit Aadhaar> <10-digit PAN> to 567678 or 56161 (e.g. UIDPAN 123456789012 ABCDE1234F). This works only if no late fee is pending.

Check link status

On the e-filing portal, open Quick Links → Link Aadhaar Status, enter your PAN and Aadhaar, and view the result:

Late Fee for PAN-Aadhaar Linking

A single one-time fee under Section 234H must be paid before the linking request is processed. It is a fixed fee, not a per-day penalty.

Linking periodLate fee
On or before 31 March 2022Nil
1 April 2022 - 30 June 2022Rs 500
1 July 2022 - 30 June 2023Rs 1,000
From 1 July 2023 onwardsRs 1,000

Pay via e-Pay Tax → Other Receipts (500) → Fee. The Rs 1,000 fee is non-refundable.

Who is excused

Who Is Exempt from PAN-Aadhaar Linking

Under CBDT Notification 37/2017, the linking requirement (and the inoperative-PAN consequences) does not apply to:

  • Non-Resident Indians (NRIs) as per the Income-tax Act
  • Individuals aged 80 years or above (super senior citizens) at any time during the year
  • Residents of the states of Assam, Jammu & Kashmir and Meghalaya
  • Individuals who are not citizens of India
Exempt does not always mean "do nothing"

Exempt persons are not forced to link, but many banks, mutual funds and depositories still ask for it during KYC. If your status changes — say an NRI becomes resident — the exemption may cease. When in doubt, confirm your Aadhaar details are consistent with your PAN records.

The real cost

What an Inoperative PAN Blocks

If PAN is not linked (and you are not exempt), it becomes inoperative — it is not cancelled, but it stops working for tax and financial purposes:

ImpactDetail
ITR filing blockedYou cannot file your income-tax return with an inoperative PAN
Refunds withheldPending income-tax refunds are not issued while PAN is inoperative
Higher TDSTDS deducted at a higher rate under Section 206AA (up to 20%)
Higher TCSTCS collected at a higher rate under Section 206CC
26AS / AIS creditTax credit may not reflect correctly in Form 26AS / AIS
KYC transactionsBanks, demat and high-value transactions requiring PAN may be halted

Once you link (paying the Rs 1,000 fee), the PAN becomes operative — the portal states this can take up to 30 days.

Reactivate an inoperative PAN

  • Pay the Rs 1,000 fee under Section 234H via e-Pay Tax
  • Submit the Link Aadhaar request on the portal and verify by OTP
  • PAN becomes operative on successful linking — allow up to 30 days
  • Recheck Link Aadhaar Status; if unchanged, raise an e-Nivaran grievance

PAN-Aadhaar Link — Frequently Asked Questions

Basics
Is PAN-Aadhaar linking mandatory for everyone?
Linking is mandatory under Section 139AA for all PAN holders who have an Aadhaar number, unless you fall in an exempt category. The exempt categories are NRIs, individuals aged 80 or above (super senior citizens), residents of Assam, Jammu & Kashmir and Meghalaya, and individuals who are not citizens of India. Everyone else must link or the PAN becomes inoperative.
Under which section is PAN-Aadhaar linking required?
Section 139AA of the Income-tax Act, 1961 requires every person who has a PAN and is eligible for Aadhaar to quote and link their Aadhaar. The late fee for delayed linking is charged under Section 139AA read with Section 234H. Higher TDS/TCS on an inoperative PAN flows from Sections 206AA and 206CC.
Is there a fresh deadline for PAN issued through Aadhaar Enrolment ID?
Yes. As per CBDT Notification 26/2025 dated 3 April 2025, anyone who was allotted a PAN using an Aadhaar Enrolment ID (rather than the Aadhaar number) in an application filed before 1 October 2024 had to intimate their Aadhaar number to the department by 31 December 2025. If not done, such a PAN becomes inoperative from 1 January 2026. Taxpayers who already provided their 12-digit Aadhaar are not affected by this specific rule.
How to Link
How do I link PAN with Aadhaar online?
Go to incometax.gov.in, click "Link Aadhaar" under Quick Links (no login needed), enter your PAN and Aadhaar number, then your name and mobile as per Aadhaar. If a late fee applies, you are taken to e-Pay Tax to pay Rs 1,000 under Other Receipts (500) > Fee. After the payment reflects, submit the Link Aadhaar request again and validate with the OTP sent to your Aadhaar-linked mobile.
How do I link PAN with Aadhaar by SMS?
From the mobile number registered with Aadhaar, send an SMS in the format UIDPAN <12-digit Aadhaar> <10-digit PAN> to 567678 or 56161. For example: UIDPAN 123456789012 ABCDE1234F. SMS linking works only when no Rs 1,000 late fee is pending; if a fee is due, pay it on the portal first, then link.
Do I need to pay to link PAN with Aadhaar?
The linking service itself is free. What you may have to pay is the Section 234H late fee of Rs 1,000 for linking after the deadline. There is no separate charge for the OTP, SMS or portal submission beyond your normal SMS cost.
What if my name is different on PAN and Aadhaar?
Minor variations (spelling, initials, middle name) are usually auto-matched by the system. For a major mismatch, first correct your details — on PAN via the NSDL/Protean or UTIITSL correction facility, or on Aadhaar via the UIDAI portal — so that name, date of birth and gender broadly agree, and then attempt linking again.
Can I link without a mobile number registered in Aadhaar?
No. The final step is an OTP sent to the mobile number registered with your Aadhaar. If your number is not updated in Aadhaar, visit an Aadhaar Enrolment/Update Centre to update it, then complete the PAN-Aadhaar linking.
Status
How do I check my PAN-Aadhaar link status?
On incometax.gov.in, open Quick Links > Link Aadhaar Status, enter your PAN and Aadhaar, and click view. It will show "Aadhaar is already linked", "Link Aadhaar request submitted" (still processing), "PAN not linked to Aadhaar", or a mismatch message. Status can take a couple of days to update after a fresh request.
How long does linking take to reflect?
A successful request may take a few days to show as linked, and the portal notes that an inoperative PAN can take up to 30 days to become operative after you link. Recheck the Link Aadhaar Status page; if it still does not update, raise an e-Nivaran grievance on the portal.
Late Fee
What is the late fee for PAN-Aadhaar linking?
The late fee under Section 234H is Rs 1,000 for linking on or after 1 July 2022 (it was Rs 500 for 1 April 2022 to 30 June 2022). It is a one-time fixed fee, not a daily penalty, and must be paid via e-Pay Tax > Other Receipts (500) > Fee before the linking request is processed.
Will the Rs 1,000 late fee be refunded after I link?
No. The Rs 1,000 fee under Section 234H is non-refundable and cannot be adjusted against any tax liability. It is a charge for delayed linking, so once paid it is not returned even after successful linking.
How do I pay the PAN-Aadhaar late fee?
Use the e-Pay Tax facility on the e-filing portal. Select the current Assessment Year, choose Type of Payment "Other Receipts (500)" and sub-type "Fee", pay Rs 1,000, and wait a few minutes for the challan to reflect before submitting the Link Aadhaar request.
Inoperative PAN
What happens if I do not link PAN with Aadhaar?
The PAN becomes inoperative. You cannot file your ITR, pending refunds are withheld, TDS is deducted at a higher rate under Section 206AA (up to 20%) and TCS under Section 206CC, tax credits may not reflect correctly, and banks or depositories may block PAN-based transactions. The PAN is not cancelled — it revives once you link.
How do I reactivate an inoperative PAN?
Pay the Rs 1,000 fee under Section 234H via e-Pay Tax, then submit the Link Aadhaar request on the portal and verify by OTP. On successful linking the PAN becomes operative — the portal states this can take up to 30 days. Check the Link Aadhaar Status page to confirm, and raise an e-Nivaran grievance if it does not update.
Is a higher TDS deducted on an inoperative PAN?
Yes. When your PAN is inoperative it is treated as if PAN has not been furnished, so TDS is deducted at the higher rate under Section 206AA (generally 20%) and TCS at the higher rate under Section 206CC. Once the PAN is made operative by linking, normal rates apply prospectively.
