Under the Food Safety and Standards Act, 2006, every food business needs an FSSAI registration or licence, filed on the FoSCoS portal (foscos.fssai.gov.in). Which one depends on your business type and scale. Basic Registration (Form A) suits small operators — home kitchens, small home bakers, hawkers and petty sellers. A State Licence (Form B) fits mid-sized businesses — most restaurants, cloud kitchens, caterers, traders and single-state manufacturers. A Central Licence (Form B) is required for large manufacturers, importers, exporters, e-commerce operators, central-government caterers and multi-state / pan-India operations. Every approved application grants a 14-digit FSSAI number you must display at your premises and on packaging.

Understand It

What Is FSSAI by Business Type?

A quick, plain-language explanation before we map each business type to a tier.

In simple terms

FSSAI "by business type" simply means picking the correct FSSAI tier — Basic Registration, State Licence or Central Licence — for the kind of food business you run and its scale, then getting a 14-digit FSSAI number for it.

Legally

Under the Food Safety and Standards Act, 2006 and the FSS (Licensing & Registration of Food Businesses) Regulations, 2011, every Food Business Operator (FBO) must obtain registration or a licence. The applicable tier depends on the nature of the business — manufacturing, trading, catering, e-commerce, import/export — and its turnover and scale.

Governing authority

Administered by the Food Safety and Standards Authority of India (FSSAI) through the Food Safety Compliance System (FoSCoS) portal at foscos.fssai.gov.in, which replaced the older FLRS portal.

Validity

FSSAI registrations and licences are perpetual since 1 April 2026 — the old 1–5 year renewal cycle is replaced by an annual fee plus the annual Food Safety Compliance Report (FSCR) on FoSCoS. Older certificates were issued for 1 to 5 years.

Why It Matters

Why Does the Right FSSAI Tier Matter?

Applying under the wrong tier is one of the most common causes of FSSAI rejection and later trouble. Here is why getting the business-type match right matters.

  1. 01

    Avoid Wrong-Tier Rejection

Applying for Basic when you need a State Licence — or the reverse — leads to rejection or an invalid registration. The right tier from the start avoids re-filing delays.

  2. 02

    Match Your Business Model

A restaurant, a cloud kitchen, a manufacturer and an exporter each have different tier and inspection requirements. Mapping to your model keeps you correctly licensed.

  3. 03

    Platform & Marketplace Listing

Swiggy, Zomato, Amazon and Flipkart require a valid FSSAI number of the correct type to list and operate. The wrong tier can block or delist you.

  4. 04

    Multi-Outlet & Multi-State Cover

Multiple outlets or operations across states change the tier — often to Central. Getting this right avoids gaps as you scale.

  5. 05

    Import & Export Readiness

Food import and export require a Central Licence. The correct tier is a prerequisite for customs clearance and export compliance.

  6. 06

    Avoid Penalties

Operating without a valid FSSAI — or under the wrong tier — can attract a penalty of up to ₹5 lakh and/or business closure by the authorities.

What Documents Are Required — by Tier?

The core document set is common to all business types; State and Central licences need extra tier-specific papers. Keep clear scans (PDF/JPG) ready — everything is collected securely over WhatsApp or email, with zero office visits.

Choose a document group

Applicant & Photo

Common to every business type
4 documents
  • Identity proof — Aadhaar / PAN of the applicant / proprietor / signatory
  • Passport-size photograph
  • Mobile number & email for FoSCoS OTP verification
  • Constitution proof — partnership deed / incorporation certificate (if not a proprietor)

Documents scale with the tier

Basic Registration (Form A) needs only a light set. A State or Central Licence (Form B) needs more — premises layout, equipment list and an FSMS plan for manufacturers. We tell you exactly what your tier requires.

Premises proof per outlet

Each outlet, kitchen or unit needs its own address proof — a recent utility bill, or a rent agreement plus the owner’s NOC if rented. Home kitchens can register from a residential address.

IEC for import / export

Food importers and exporters take a Central Licence and need an Import Export Code (IEC); exporters may also need APEDA / product-specific approvals.

FoSCoS is the only portal

All FSSAI registrations, licences, renewals and modifications now go through FoSCoS (foscos.fssai.gov.in). The old FLRS portal has been discontinued.

How Long It Takes

How Long Does It Take — by Tier?

StageExpected Time
Basic Registration (Form A) — home kitchens, small sellers~7–10 days
State Licence (Form B) — restaurants, cloud kitchens, traders~15–30 days (inspection)
Central Licence (Form B) — manufacturers, importers, exporters~15–30 days (inspection)

Basic Registration usually completes in about 7–10 days. State and Central licences take longer — typically 15–30 days — because they involve a physical inspection by an FSSAI officer. Queries from the food authority, or incomplete documents, extend the timeline until they are resolved.

Answers

Frequently Asked Questions

How do I know which FSSAI licence my business type needs?
It depends on your nature of business and scale. Basic Registration suits small operators such as home kitchens, small home bakers and petty sellers. A State Licence fits most restaurants, cloud kitchens, caterers, traders and single-state manufacturers. A Central Licence is required for large manufacturers, importers, exporters, e-commerce operators and multi-state / pan-India operations. TaxClue maps your business type to the correct tier before filing.
Which FSSAI licence does a restaurant need?
Most restaurants, cafés and dhabas take a State Licence (Form B), which involves a physical inspection. A very small eatery within the Basic turnover slab may qualify for Basic Registration, while a restaurant chain operating across multiple states typically needs a Central Licence. We confirm the right tier based on your turnover and outlets.
What FSSAI does a cloud kitchen need?
A cloud kitchen (delivery-only kitchen) usually takes Basic Registration if it is small and single-location, or a State Licence as turnover grows or it runs multiple kitchens. Cloud kitchens spread across states move to a Central Licence. A valid FSSAI number is required to list on Swiggy and Zomato.
Can a home kitchen or home baker get FSSAI?
Yes. Home kitchens and home bakers are eligible for Basic FSSAI Registration and can register from a residential address with valid address proof. As turnover or scale grows, they may need to upgrade to a State Licence. A valid FSSAI number is needed to sell on delivery and marketplace platforms.
Which FSSAI licence does a food manufacturer need?
A food manufacturer takes a State Licence or a Central Licence depending on production capacity, turnover and whether it operates in one state or several. Manufacturers must also submit a premises layout, an equipment list and a Food Safety Management System (FSMS) plan. Larger manufacturers and those distributing across India need a Central Licence.
What FSSAI do traders, wholesalers and distributors need?
Traders, wholesalers and distributors take a State Licence for mid-sized single-state operations, and a Central Licence for large-scale or multi-state distribution. Very small traders and petty vendors within the Basic slab may qualify for Basic Registration.
Do e-commerce food sellers need a special FSSAI?
Yes. Food sellers on e-commerce platforms need a valid FSSAI of the correct tier to list, and e-commerce food operators and marketplaces themselves require a Central Licence. The exact tier for a seller depends on turnover and whether operations span multiple states.
Which FSSAI licence is needed for food import or export?
Food importers and exporters must hold a Central Licence. Importers also need an Import Export Code (IEC) and FSSAI import clearance at customs, and exporters may need APEDA registration or product-specific approvals in addition to the Central Licence.
What FSSAI does a caterer or tiffin service need?
A small caterer, mess or tiffin service within the Basic turnover slab can take Basic Registration; a larger catering business takes a State Licence. Caterers working with the central government, railways, airports, seaports or defence establishments require a Central Licence.
What is the difference between Basic, State and Central FSSAI?
Basic Registration (Form A) is for small food businesses within the Basic turnover slab. A State Licence (Form B) is for mid-sized businesses and single-state operations. A Central Licence (Form B) is for large businesses, importers, exporters, e-commerce operators and multi-state / pan-India operations. State and Central licences involve a physical inspection; Basic Registration generally does not.
What happens if I apply under the wrong FSSAI tier?
Applying under the wrong tier can lead to rejection, an invalid registration, or later suspension when the mismatch is noticed — and re-filing delays. Getting the business-type match right from the start avoids this. TaxClue assesses your business type, turnover and scope before filing to apply under the correct tier.
How long is an FSSAI registration or licence valid?
Since 1 April 2026, FSSAI registrations and licences have perpetual validity and no longer expire — the old 1–5 year renewal cycle is discontinued. You keep them active by paying the annual fee and filing the annual Food Safety Compliance Report (FSCR) on FoSCoS. Older certificates were issued for 1 to 5 years.
Do I need a separate FSSAI for each outlet or state?
Generally yes — each state of operation needs its own licence, and additional outlets are added to your FoSCoS records. A business operating across several states or nationwide typically consolidates under a Central Licence. TaxClue files all outlets and states centrally so chains and multi-state operators stay correctly covered.
What documents are required for an FSSAI registration or licence?
The core set is identity proof (Aadhaar / PAN) and a photograph of the applicant / signatory, address proof of each premises (with the owner’s NOC if rented), and a list of the food products / categories you deal in. State and Central licences (Form B) add more — a premises layout, an equipment list and a Food Safety Management System (FSMS) plan for manufacturers, and an Import Export Code (IEC) for importers / exporters. We give you an exact checklist for your tier.
How much are the government fees for FSSAI by business type?
Basic Registration carries a small annual government fee (about ₹100 a year). State and Central Licences cost more, with the government fee scaling by tier and, for manufacturers, by production capacity — a State manufacturing licence typically runs a few thousand rupees a year, and a Central Licence around ₹7,500 a year. Our professional fee is quoted separately and confirmed upfront with no hidden charges.
What is the turnover limit for each FSSAI tier?
Basic Registration is for petty food businesses with annual turnover up to ₹12 lakh. A State Licence covers turnover from ₹12 lakh up to ₹20 crore, and a Central Licence is required above ₹20 crore or for import, export, e-commerce operators and multi-state / pan-India operations. Certain activities (like import) require a Central Licence regardless of turnover.
What is the penalty for running a food business without FSSAI?
Operating any food business without a valid FSSAI registration or licence is an offence under Section 63 of the FSS Act, 2006 and can attract imprisonment of up to six months and a fine of up to ₹5 lakh. Applying under the wrong tier can also invalidate your registration, so getting the business-type match right from the start protects you.
Is GST registration also needed for a food business?
GST is separate from FSSAI. FSSAI is the food-safety licence every food business must hold, while GST registration is required once your turnover crosses the GST threshold or if you sell through an e-commerce marketplace. Many food businesses need both, and TaxClue can arrange them together.
