Under the Food Safety and Standards Act, 2006 and the FSS (Licensing & Registration of Food Businesses) Regulations, 2011, every Food Business Operator (FBO) must obtain registration or a licence. The applicable tier depends on the nature of the business — manufacturing, trading, catering, e-commerce, import/export — and its turnover and scale.
Administered by the Food Safety and Standards Authority of India (FSSAI) through the Food Safety Compliance System (FoSCoS) portal at foscos.fssai.gov.in, which replaced the older FLRS portal.
FSSAI registrations and licences are perpetual since 1 April 2026 — the old 1–5 year renewal cycle is replaced by an annual fee plus the annual Food Safety Compliance Report (FSCR) on FoSCoS. Older certificates were issued for 1 to 5 years.

Documents scale with the tier
Basic Registration (Form A) needs only a light set. A State or Central Licence (Form B) needs more — premises layout, equipment list and an FSMS plan for manufacturers. We tell you exactly what your tier requires.
Premises proof per outlet
Each outlet, kitchen or unit needs its own address proof — a recent utility bill, or a rent agreement plus the owner’s NOC if rented. Home kitchens can register from a residential address.
IEC for import / export
Food importers and exporters take a Central Licence and need an Import Export Code (IEC); exporters may also need APEDA / product-specific approvals.
FoSCoS is the only portal
