Who is a "Consumer"?
A consumer is a person who buys goods or hires/avails services for personal use and not for commercial resale. Even online purchases and digital services are covered. Key point: if goods are bought for resale or commercial purpose, the buyer is NOT a consumer under CPA 2019.

Product Liability — New in CPA 2019
Product liability holds manufacturers, sellers, and service providers responsible for harm caused by defective products or deficient services. Strict liability applies in many cases — the consumer need not prove negligence, only the defect and injury. Liability extends to:
- Manufacturer: If product has manufacturing defect, design defect, or improper instructions
- Product service provider: If inadequate safety warnings
- Product seller: If seller had knowledge of defect and still sold it
E-Commerce Consumer Rights
CPA 2019 and the E-Commerce Rules 2020 require:
- Platforms must display seller information, product details, and country of origin
- Price, delivery date, and return/refund policy must be clearly shown
- Grievance redressal officer mandatory for e-commerce platforms
- Dark patterns (misleading UI) prohibited
CCPA — Central Consumer Protection Authority
CCPA (established in 2020) can: issue class action orders, recall defective products, impose penalties up to Rs. 10 lakh (manufacturer) for misleading advertisements, and order refunds.
Filing a Consumer Complaint
- Send legal notice to seller/service provider (informal settlement attempt)
- File complaint at appropriate forum (online: edaakhil.nic.in)
- Attach proof of purchase, correspondence, and evidence of deficiency
- No filing fee for claims up to Rs. 5 lakh
- Forum issues notice and parties heard; award within 3 months (simple disputes)
