What is ISO 45001:2018?
ISO 45001:2018 is the international standard for Occupational Health and Safety Management Systems (OHSMS). Published in March 2018, it replaced OHSAS 18001 and follows the Annex SL high-level structure, enabling easy integration with ISO 9001 and ISO 14001 into an Integrated Management System (IMS).
The standard requires organisations to proactively identify hazards, assess OH&S risks, establish legal compliance registers, set objectives, and continually improve worker safety performance. Unlike OHSAS 18001, ISO 45001 explicitly requires worker participation and consultation and consideration of the external context including supply chains.
In India, ISO 45001 provides a systematic framework complementing statutory requirements under the Factories Act 1948, BOCW Act 1996, Mines Act 1952, Petroleum Act 1934, and state-specific labour laws. The OHSAS 18001 migration deadline was September 2021 — all OHSAS 18001 certificates are now invalid.
The certificate is valid for 3 years with annual surveillance audits in Year 1 and Year 2, and a full recertification audit in Year 3.
OHSAS 18001 is Expired — Act Now
All OHSAS 18001 certificates expired in September 2021. Organisations still using OHSAS 18001 certificates are no longer compliant. CPWD, NHAI, and PSU tender committees will reject OHSAS 18001 certificates. Fresh ISO 45001 certification is required.

Why ISO 45001:2018 is Important
Legal Compliance Shield
Demonstrates due diligence under Factories Act 1948, BOCW Act, and state labour laws — reducing employer liability in accident investigations and litigation.
Government Tender Requirement
CPWD, MES, NHAI, railways, and most PSU tenders mandate ISO 45001 as a prequalification criterion for contractors above threshold values.
MNC Vendor Qualification
MNC clients in automotive, pharma, aerospace, and FMCG sectors require ISO 45001 for supplier prequalification and ongoing vendor audits.
Accident Cost Reduction
Systematic hazard identification and risk controls reduce workplace accidents, lowering costs from treatment, compensation, lost productivity, and regulatory penalties.
ESG & Investor Confidence
ISO 45001 satisfies SEBI BRSR social indicators and demonstrates responsible employer practices to ESG-focused investors and lenders.
IMS Integration
Annex SL structure allows seamless integration with ISO 9001 (QMS) and ISO 14001 (EMS) into a unified Integrated Management System, reducing overall audit costs by 30–40%.
Who Needs ISO 45001:2018?
Construction Companies
CPWD, MES, NHAI, state PWD, and railway contractors. ISO 45001 is mandatory for tender prequalification for most infrastructure contracts above ₹10 crore.
Manufacturing Plants
Chemical, petrochemical, pharmaceutical, auto component, and heavy engineering plants with significant OH&S risks and Factories Act applicability.
Mining & Quarrying
Organisations covered under Mines Act 1952 and Mine Safety Regulations. ISO 45001 provides the management system framework for systematic hazard management.
Logistics & Warehousing
3PL, cold chain, warehousing, and port operations companies with significant material handling, forklift, and loading risks under BOCW Act.
Hospitals & Healthcare
Hospitals, diagnostic centres, and healthcare facilities with biological hazard, radiation, needle-stick injury, and chemical exposure risks.
Oil, Gas & Energy
Petroleum refineries, pipeline operators, power plants, and chemical industries with process safety requirements under PNGRB and petroleum regulations.

- 2024CPWD tender requirements tightened — CPWD updated contractor prequalification requirements to specifically require ISO 45001 (not OHSAS 18001) for contracts above ₹5 crore threshold.
- 2023Occupational Safety, Health and Working Conditions Code 2020 — New national OH&S code consolidates Factories Act and other laws. ISO 45001 framework remains the recognised management system standard for compliance demonstration.
- 2021OHSAS 18001 expired — September 2021 — All OHSAS 18001 certificates became invalid. Organisations must obtain fresh ISO 45001 certification. No further OHSAS 18001 migration audits available.
- OngoingIMS adoption growing — ISO 9001 + ISO 14001 + ISO 45001 integrated certifications increasingly popular, particularly in manufacturing and construction. TaxClue offers fixed-fee IMS packages.
