What Is FSSAI for Exporters?
A quick, plain-language explanation before the details.
FSSAI for exporters means holding a Central FSSAI Licence — the food-safety licence you need to legally export food from India, displayed as a 14-digit number and used alongside your IEC and, where applicable, APEDA registration.
Under the Food Safety and Standards Act, 2006 and the FSS (Licensing & Registration of Food Businesses) Regulations, 2011, food business operators engaged in import or export of food come under the Central Licensing Authority. Exporters therefore obtain a Central FSSAI Licence by filing Form B on FoSCoS.
Administered by the Food Safety and Standards Authority of India (FSSAI) through the Food Safety Compliance System (FoSCoS) portal at foscos.fssai.gov.in. Export of food also involves the DGFT (for the IEC) and, for many products, APEDA and other export authorities.
FSSAI registrations and licences are perpetual since 1 April 2026 — the old 1–5 year renewal cycle is replaced by an annual fee plus the annual Food Safety Compliance Report (FSCR) on FoSCoS. Older certificates were issued for 1 to 5 years.

Talk to an Expert →Why Do Food Exporters Need an FSSAI Central Licence?
Food export sits under central licensing, and the FSSAI licence underpins food-safety compliance for everything you ship. Here is why exporters register.
-
01
Central Licence Mandatory
Import and export of food are Central-licence activities under the FSS Act — an exporter needs a Central FSSAI Licence regardless of turnover.
-
02
Underpins Export Compliance
The FSSAI licence backs your food-safety compliance for exported products and is commonly referenced in export documentation and buyer due diligence.
-
03
Works with IEC & APEDA
Food export needs an IEC from the DGFT, and for many products APEDA registration (RCMC). The FSSAI licence sits alongside these as the food-safety layer.
-
04
Buyer & Market Trust
International buyers and importing-country authorities expect food-safety compliance. A valid FSSAI licence supports your credibility abroad.
-
05
Supports Export Certificates
A health or export certificate is required for many consignments; a valid FSSAI licence is part of the compliance base that supports such documentation.
-
06
Avoid Penalties
Operating a food business without the correct FSSAI licence is an offence and can attract a penalty of up to ₹5 lakh and/or business disruption.

IEC is needed to export
Exporting from India requires an Importer-Exporter Code (IEC) from the DGFT. The FSSAI Central Licence is the food-safety layer that sits alongside it — we help align both.
APEDA for scheduled products
Many agri and processed-food products require APEDA registration (RCMC) to export. We flag where this applies to your product basket.
List your export categories
A Central Licence needs a clear list of the food products / categories you export. We help classify these correctly to avoid queries.
FoSCoS is the only portal
All FSSAI applications, renewals and modifications now go through FoSCoS (foscos.fssai.gov.in). The old FLRS portal has been discontinued.

How Long Does the FSSAI Central Licence Take?
| Stage | Expected Time |
|---|---|
| Document collection & Form B preparation | A few working days |
| FoSCoS application filing | On document readiness |
| Inspection + licence issue | Varies with inspection |
A Central Licence generally takes longer than Basic Registration because it can involve a physical inspection of the premises. Queries from the food authority, or incomplete documents, extend the timeline until they are resolved. Inspection scheduling is outside our control, so we do not promise a fixed turnaround.
