What Is State FSSAI License?
A quick, plain-language explanation before the details.
A State FSSAI License gives a medium-sized food business a 14-digit FSSAI licence number so it can legally operate, list on delivery platforms, and display the FSSAI number on packaging.
Under the Food Safety and Standards Act, 2006 and the FSS (Licensing & Registration of Food Businesses) Regulations, 2011, food businesses whose turnover falls in the State-licence band must obtain a State Licence using Form B, granted by the State Food Safety authority.
Issued by the State Food Safety and Standards authority (Designated Officer) through the Food Safety Compliance System (FoSCoS) portal at foscos.fssai.gov.in, which replaced the older FLRS portal.
FSSAI registrations and licences are perpetual since 1 April 2026 — the old 1–5 year renewal cycle is replaced by an annual fee plus the annual Food Safety Compliance Report (FSCR) on FoSCoS. Older licences were issued for 1 to 5 years.

Talk to an Expert →Why Is a State FSSAI License Important?
A valid FSSAI licence is mandatory for medium-sized food businesses in India. Here is why the State Licence matters.
-
01
Legal Requirement
A State Licence is mandatory once your turnover crosses the Basic slab. Operating a medium food business without the correct licence is an offence.
-
02
Platform Listing
Swiggy, Zomato, Amazon and Flipkart require a valid FSSAI number to list and operate. An expired or missing licence means automatic delisting.
-
03
Consumer Trust
The FSSAI logo and licence number on your packaging and premises build consumer confidence and brand credibility.
-
04
Compliance Record
A clean FSSAI compliance history is needed to add outlets, expand capacity and move toward multi-state or Central-licence operations.
-
05
Avoid Penalties
Operating without a valid FSSAI licence can attract a penalty of up to ₹5 lakh and/or business closure by the authorities.
-
06
Growth Ready
A State Licence is the natural upgrade from Basic Registration and the foundation for a Central Licence as you scale pan-India.
