Yes. PAN can be applied without Aadhaar using the NSDL or UTIITSL portal. However, you will need to send physical documents by post for verification. Aadhaar-based e-Sign (paperless) is not available without Aadhaar. Note that PAN-Aadhaar linking is mandatory, so you will eventually need an Aadhaar.
How long does it take to receive the PAN card?
Physical PAN card is typically delivered within 15–20 working days from the date of application. e-PAN (digital) can be downloaded immediately upon approval. Instant e-PAN via the IT portal takes just 10 minutes.
Can a minor apply for PAN?
Yes. A minor can have a PAN card. The application must be made by a parent or guardian representing the minor. The minor’s PAN must be linked with the parent’s PAN until the minor turns 18, after which they can apply for a fresh PAN in their own name.
What if I already have two PAN cards?
Having more than one PAN is illegal and attracts a penalty of ₹10,000 under Section 272B of the Income-tax Act. You must surrender the duplicate PAN by filing a PAN correction/change request on the NSDL or UTIITSL portal, mentioning the PAN to be retained.
Is PAN card valid as address proof?
No. PAN card is accepted as identity proof and date of birth proof, but it is not a valid address proof since it does not contain the holder’s address. Use Aadhaar, passport or utility bills as address proof.
