What Is the MSME Champions Scheme?
The MSME Champions Scheme is a unified, merged programme launched by the Ministry of MSME to enhance competitiveness of micro, small, and medium enterprises across India. Component 1 — Zero Defect Zero Effect (ZED) Certification
The ZED component promotes quality manufacturing with minimal environmental impact. MSMEs are assessed on 50+ parameters across quality, productivity, energy efficiency, pollution control, and natural resource conservation. Certification levels include Bronze, Silver, Gold, Diamond, and Platinum. The government provides subsidies of up to ₹5 lakh on ZED certification costs — 80% for micro enterprises, 60% for small enterprises, and 50% for medium enterprises. ZED-certified MSMEs get priority in government procurement on GeM (Government e-Marketplace) and interest subvention on loans.
Component 2 — Technology & Quality Upgradation Support
This component supports MSMEs in upgrading technology through the Technology Centre Systems Programme (TCSP). It covers subsidies on testing equipment, quality testing labs, pilot production facilities, and technology demonstration centres. MSMEs can access state-of-the-art technology through 18 Technology Centres (formerly Tool Rooms) and Extension Centres across India. The IP facilitation arm helps with patent filing, trademark registration, and GI tag applications with subsidised costs. Incubation centres under the scheme provide workspace, mentorship, prototyping facilities, and market linkage for innovative MSME entrepreneurs. Lean Manufacturing & Energy Efficiency
The MSME Champions Scheme integrates lean manufacturing and energy efficiency initiatives to reduce waste and improve productivity. Lean manufacturing clusters are formed with 8–12 MSMEs each, guided by lean consultants for 12–18 months. Key areas covered include 5S workplace organisation, value stream mapping, kaizen, kanban, just-in-time production, and total productive maintenance. Energy audits help MSMEs identify efficiency gaps, and subsidies are available for implementing energy-saving equipment. These interventions typically deliver 15–30% productivity improvement and 10–20% reduction in energy costs.
Eligibility Criteria
The scheme is open to all enterprises registered under the Udyam Registration system (udyamregistration.gov.in) as micro, small, or medium enterprises. Manufacturing and service sector MSMEs are both eligible. For ZED certification, the enterprise must have a valid Udyam Registration Number (URN). For technology upgradation, the MSME must demonstrate genuine need for technology improvement. For incubation support, preference is given to innovative and technology-driven enterprises. Step 4: Upload required documents including Udyam certificate, GST registration, bank account details, and project proposal (for technology upgradation). Subsidy Disbursement & Financial Benefits
Subsidies under the MSME Champions Scheme are disbursed directly into the MSME's bank account after verification. For ZED certification, the subsidy covers handholding and consultancy charges — 80% for micro, 60% for small, and 50% for medium enterprises, plus up to ₹5 lakh for certification costs. Technology upgradation subsidies cover partial cost of equipment and machinery. Design support covers up to 75% of design consultancy fees. IP support covers patent/trademark filing costs with subsidies of up to ₹1 lakh for domestic patents and ₹5 lakh for international patents. The Champions portal also functions as a grievance and support system for MSMEs. District-level, state-level, and central Champions Control Rooms handle complaints related to delayed payments, credit access, raw material shortages, and regulatory hurdles. MSMEs can file complaints online at champions.gov.in or call the MSME helpline. Each complaint is assigned to the relevant authority with defined resolution timelines.
