Shram Suvidha Portal: Labour Ministry may verify users through Aadhaar authentication, but only voluntarily — S.O. 4831(E) replaces the May 2026 notification

By notification S.O. 4831(E) dated 24 August 2026, the Ministry of Labour and Employment has notified Aadhaar authentication for verifying user details for modules on the Shram Suvidha Portal. What has been notified

The Ministry of Labour and Employment has issued notification S.O. 4831(E) dated 24 August 2026, published in the Gazette of India, Extraordinary, dated 1 September 2026. It allows the Ministry to use Aadhaar authentication to verify user details for modules on the Shram Suvidha Portal.

The notification describes the portal as a unified web-based portal launched by the Ministry to streamline labour law compliance and improve the ease of doing business — a single point of contact between employers and enforcement agencies.

The legal route

The notification is issued under rule 5 of the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020, read with section 4(4)(b)(ii) of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016. It records that the Ministry of Electronics and Information Technology, after consulting UIDAI, allowed this by a letter dated 20 April 2026.

The earlier notification

The new notification is issued “in supersession” of the Ministry’s notification S.O. 2523(E) dated 15 May 2026, except as respects things done or omitted to be done before the supersession. It does not set out what the May notification contained or what has changed.

When it takes effect

It comes into effect from the date of its publication in the Official Gazette. The Gazette issue carrying it is dated 1 September 2026.

What portal users should note

If a Shram Suvidha module asks for Aadhaar authentication, it can be done only with your consent. You may decline and offer one of the four listed documents instead, and the notification bars the Ministry from denying a service on that ground.
