Before and now

Compliance reporting by clearing members who are stock brokers

The same compliance reports are submitted separately at all the Stock Exchanges and Clearing Corporations where the member is registered.

Now

Reports submitted once on the Samuhik Prativedan Manch will be consumed by all Clearing Corporations — 14 reports in the first phase.

What SEBI has announced

By Press Release PR No. 58/2026 dated 17 September 2026, the Securities and Exchange Board of India has said that the Samuhik Prativedan Manch — a technology-based common reporting platform — is being extended to members of Clearing Corporations (CCs) who are also stock brokers, so that they can submit their compliance reports through it. The extension is being made in consultation with the Clearing Corporations.

The platform so far

SEBI and the Stock Exchanges introduced the Samuhik Prativedan Manch on 18 July 2025 for stock brokers. With it, a stock broker registered with more than one Stock Exchange could submit compliance reports to the platform instead of to multiple exchanges or places.

Why clearing members are being brought in

Clearing Members (CMs) who are also stock brokers are registered with multiple Stock Exchanges and Clearing Corporations. The press release notes that they are required to submit the same compliance reports at all the Stock Exchanges and Clearing Corporations separately, which results in redundancy and multiplicity in reporting.

Once the platform is extended to such CMs, the compliance reports they submit to it will be consumed by all CCs. This does away with multiple reporting to each CC where they are registered, and SEBI expects it to substantially reduce their compliance costs.

Two phases

PhaseProposed fromWhat it covers
First phase30 September 2026CMs who are also stock brokers. Submission of 14 compliance reports — approximately 60% of their reporting requirements — to be operationalised
Second phase31 December 2026Submission of the remaining reports of CMs to the common platform to be explored. The feasibility of extending the platform to Professional Clearing Members (PCMs) holding memberships of multiple Clearing Corporations to be evaluated

The press release describes both dates as proposed. It does not list the 14 reports.

Who benefits

According to SEBI, around 1066 CMs who are also stock brokers and hold multiple memberships with Stock Exchanges and Clearing Corporations would benefit, by way of reduced compliance cost and ease of doing business for approximately 60% of their reporting requirements.

What clearing members should note

  • The first phase is for clearing members who are also stock brokers. Professional Clearing Members are not covered yet; their inclusion is only to be evaluated in the second phase.
  • Only 14 reports move to the common platform in the first phase. The press release says submission of the remaining reports through the platform is to be explored in the second phase.
  • The press release is an announcement; it does not set out the operating procedure or name the reports covered.
