IFSCA modifies AML, CFT and KYC Guidelines: all FIU reports only on FINgate 2.0, cross-border wire transfer reports named, NRI onboarding list of countries revised

IFSCA has modified its AML, CFT and KYC Guidelines, 2022. Regulated entities must file all reports online only at FIU-India’s FINgate 2.0 portal; rule 8 of the PML rules is added to clause 10.3; Cross Border Wire Transfer Reports are written into the guidance note; and the list of countries from which an NRI customer’s IP address may emanate is substituted with nine jurisdictions.

What has been modified

By a circular dated 3 August 2026, the International Financial Services Centres Authority has specified modifications to the IFSCA (Anti Money Laundering, Counter-Terrorist Financing and Know Your Customer) Guidelines, 2022. The Guidelines were issued by notification IFSCA/2022-23/GN/GL001 dated 28 October 2022 and updated as on 26 February 2026.

The modifications are made under sections 12 and 13 of the IFSCA Act, 2019 and rule 9(14) of the Prevention of Money-Laundering (Maintenance of Records) Rules, 2005. The circular does not state a separate commencement date.

The effect on the text is that Cross Border Wire Transfer Reports are now named alongside the other report types in the guidance note on reporting, and that the only filing channel named is the FINgate 2.0 portal.

Onboarding of Non-Resident Indian customers

Two changes are made to Part A of Annexure II of the Guidelines.

IP address (Explanation to clause 1.2.1(vii)). The Explanation is substituted. For resident Indian customers, the IP address shall emanate from India. For a Non-Resident Indian, it shall emanate either from India or from any one of the following countries where he or she is resident:

  • United States of America
  • Japan
  • South Korea
  • United Kingdom, excluding British Overseas Territories
  • Canada
  • UAE
  • Singapore
  • Australia
  • European Union

These jurisdictions qualify only so long as they are not identified by FATF as High-Risk Jurisdictions subject to a Call for Action or as Jurisdictions under Increased Monitoring, or by the Central Government as a high-risk jurisdiction for money laundering, terrorist financing or proliferation financing.

V-CIP for low-risk NRI customers (Explanation I under clause 1.2.3). In the “Additional conditions or requirements for Onboarding Non-Resident Indian (NRI) Customers (classified as low-risk) through V-CIP”, the list of countries is substituted with the same nine jurisdictions.

What regulated entities should do

  • Route every FIU-India report through the FINgate 2.0 portal and use the manuals and format guide on the FIU-India website.
  • Update internal reporting procedures to reflect the reference to rule 8 and to Cross Border Wire Transfer Reports in clause 10.3 and its guidance note.
  • Update digital onboarding and V-CIP checks for NRI customers to the substituted list of nine jurisdictions, and build in the FATF and Central Government high-risk check.

Questions and answers

Where must IFSC regulated entities file their FIU-India reports?

As per the substituted point (1) of the Guidance Note to clause 10.3, Regulated Entities shall file all reports online only at the FINgate 2.0 portal (https://www.fingate.gov.in). User manuals and the reporting format guide are on FIU-India’s website under “FINnet 2.0 resources for RE”.

What has changed on cross-border wire transfers?

The circular inserts “Cross Border Wire Transfer Reports (CBWTRs)” in item (ii), and “CBWTR,” in items (iii) and (iv), of sub-point (a) of point (5) of the Guidance Note to clause 10.3, and adds a reference to rule 8 in clause 10.3(2).

From which countries can an NRI customer’s IP address emanate during onboarding?

From India, or from the country where the NRI is resident out of: United States of America, Japan, South Korea, United Kingdom excluding British Overseas Territories, Canada, UAE, Singapore, Australia and the European Union — provided the jurisdiction is not on the FATF lists or identified as high risk by the Central Government.

Does the same list apply to V-CIP for NRIs?

Yes. The list of countries in Explanation I on onboarding low-risk NRI customers through V-CIP, under clause 1.2.3 of Part A of Annexure II, is substituted with the same nine jurisdictions.
