FSSAI, by a notification dated 15 September 2026, has notified authorised officers at ICD Dhanakya, Jaipur (port code INDNK6) in addition to the 171 points of entry already specified for food imports. What has been notified

Authorised officers for food imports are notified, point of entry by point of entry, under section 25 read with section 47(5) of the Food Safety and Standards Act, 2006 and regulation 13(1) of the Food Safety and Standards (Import) Regulations, 2017.

Instruction No. 16/2026-Customs dated 18 September 2026 records that FSSAI has reviewed the points of entry notified for food imports and, by its notification dated 15 September 2026, has notified authorised officers at one more location — in addition to the 171 points of entry already specified.

Who is the authorised officer

The authorised officers are either FSSAI officials or Customs officials. In the updated list at Annexure-A, each point of entry shows one of two entries:

  • FSSAI Authorised Officer — for example ACC Delhi, ACC Sahar, ICD Tughlakabad, JNCH Nhava Sheva, Mundra and Custom House Chennai; or
  • Superintendent / Appraiser / Inspector / Examiner (Customs officials) — for example ACC Goa (Dabolim), ICD Ankleshwar, ICD Pithampur (Indore), Hazira Port and Paradip.

At ICD Dhanakya the authorised officers are Customs officials. The list includes airports, ICDs and SEZs, land customs stations and seaports.

Effect on the earlier instruction

Instruction No. 04/2026-Customs dated 20 April 2026, which dealt with authorised officers under the same provisions, stands modified to this extent. Field formations have been asked to sensitise their officers.

What food importers should do

  • ICD Dhanakya, Jaipur is now a notified point of entry for food imports; the authorised officer there is a Customs official.
  • Before choosing a port for a food consignment, check that it is in Annexure-A to Instruction No. 16/2026-Customs and note whether the authorised officer is an FSSAI or a Customs official.
