Gold hallmarking: district list replaced; hallmarking fee fixed at ₹75 per gold article and ₹35 per silver article

Two notifications on hallmarking. The Hallmarking of Gold Jewellery and Gold Artefacts (Third Amendment) Order, 2026 (S.O. 4345(E) of 3 August 2026) substitutes the Annexure of districts. The BIS (Hallmarking) Amendment Regulations, 2026 of 14 September 2026 substitute Schedule IV on hallmarking fees.

Two changes

Two Gazette notifications of the Ministry of Consumer Affairs, Food and Public Distribution change the hallmarking framework — one on where the gold hallmarking order applies, and one on what hallmarking costs.

1. The district list

By S.O. 4345(E) dated 3 August 2026, the Department of Consumer Affairs, after consulting the Bureau of Indian Standards, has made the Hallmarking of Gold Jewellery and Gold Artefacts (Third Amendment) Order, 2026. It substitutes the whole Annexure to the Hallmarking of Gold Jewellery and Gold Artefacts Order, 2020 with a new State-wise list of districts. It comes into force on publication in the Official Gazette; the Gazette issue is dated 6 August 2026.

The order does not say which districts are new. The principal order was last amended by S.O. 2117(E) dated 28 April 2026. Counting the numbered entries in the new Annexure gives the following:

That is 392 districts across 26 States and Union territories. The order itself prints no total.

2. The hallmarking fee

By a notification dated 14 September 2026 (F. No. BS/11/05/2018), the Bureau of Indian Standards, with the previous approval of the Central Government, has made the Bureau of Indian Standards (Hallmarking) Amendment Regulations, 2026. Schedule IV to the Hallmarking Regulations, 2018 — the hallmarking fee under regulation 10(10) — is substituted. The regulations are in force from publication in the Official Gazette.

Applicable taxes at prevalent rates are levied in addition. The notification does not state what the fees were before the substitution.

What jewellers should do

  • Check the new Annexure for your district by name — the list has been replaced in full.
  • Use the Schedule IV figures when checking the bill of an Assaying and Hallmarking Centre: the fee is per article, with a floor per consignment, plus taxes.
  • Assaying and Hallmarking Centres should note the BIS levy per article and its minimum per consignment.
