What DGFT has asked for
By Trade Notice No. 18/2026-27 dated 10 August 2026, DGFT has announced a review of the wheat export quota allocated under HS codes 10011900 and 10019910. The notice is in continuation of Public Notice No. 49/2025-26 dated 24 February 2026 and Public Notice No. 05/2026-27 dated 30 April 2026. The Competent Authority has decided to review the utilisation of the quantities already allocated and to assess the requirement for further allocation of the unutilised quota, if any.

A licence holder requiring additional quantity also had to file the corresponding amendment application on the online portal, enclosing the same documents, by 31 August 2026. The notice is clear that requests for additional quantity not filed on the portal, filed without the stated documents, or filed after 31 August 2026 will be rejected.
How the quota will be re-allocated
- Authorisations where more than 50% of the allocated quantity has been utilised may be considered for further re-allocation of wheat.
- Where utilisation is less than 50%, the unutilised quantity may be transferred to the common pool for reallocation, unless and until copies of valid export contracts or purchase orders are made available in terms of the notice.
- Allocation from the common pool will be made by the DG, DGFT, as per the documents submitted by the firms.
DGFT reserves the right to decide or alter the modalities of distribution and allocation as per the applications received.
If the information is not submitted
Non-submission within the stipulated time may result in appropriate action, including reallocation of the unutilised quota and barring the applicant from future restricted export authorisations.
What exporters should do
The last date in the notice was 31 August 2026. An authorisation holder under the two Public Notices should make sure the CA’s utilisation certificate with Shipping Bill details was e-mailed, and — if additional quantity was sought — that the amendment application was filed on the portal with the contracts or purchase orders. Keep copies of what was sent: the notice ties both further allocation and the treatment of unused quota to those documents.
The Trade Notice is issued by the Export Cell (Non-SCOMET) with the approval of the DG, DGFT.
