Three more certificates on ICEGATE’s SWIFT 2.0 dashboard: Legal Metrology importer registration, MNRE concessional duty certificate and Coffee Board export permit

CBIC has brought three more certificates onto the SWIFT 2.0 Unified Dashboard on ICEGATE. The Legal Metrology certificate of registration of importer of weights and measures is now applied for there, all over India, and no longer on the LM portal. The MNRE Concessional Customs Duty Certificate (from 7 August 2026) and the Coffee Board Export Permit Certificate (from 27 July 2026) can be tracked and downloaded.

What SWIFT 2.0 does

The SWIFT 2.0 Unified Dashboard on ICEGATE gives trade users single-window access to manage NOCs, licences, inspections and documents across Participating Government Agencies. Three ICEGATE advisories — dated 7 August, 11 August and 28 September 2026 — add certificates of three more agencies.

Legal Metrology: the application itself moves

Until now, importers had to apply on the Legal Metrology (LM) portal for the Certificate of Registration of Importer of Weight and Measures. The advisory of 28 September 2026 says CBIC has launched the Unified Application Dashboard for this certificate across India, and that filing the application on the LM portal will not be required from now onwards.

On the dashboard the importer can file the application, track its status, receive SMS and email alerts on status and action to be taken, reply to queries raised by LM officers, pay the fee and download the certificate.

MNRE and Coffee Board

For the MNRE’s Concessional Customs Duty Certificate, the dashboard is available with effect from 7 August 2026. For the Coffee Board’s Export Permit Certificate, it is available with effect from 27 July 2026. Users reach both through the Unified Dashboard for LPCOs under the SWIFT portal of ICEGATE to obtain the certificate; the features the two advisories list are live status tracking and view / download.

Compliance Repository

All three advisories mention a Compliance Repository in the SWIFT 2.0 module. Registered ICEGATE EXIM users can view there the NOCs and LPCOs issued by various agencies. The agencies are being onboarded in this digital repository in a phased manner.

What importers and exporters should do

  • Importers of weights and measures: apply for the registration certificate on the SWIFT 2.0 dashboard on ICEGATE, not on the LM portal.
  • Applicants for the MNRE certificate and coffee exporters: use the dashboard to track the application and download the certificate.
  • Read the user manual for the certificate concerned, uploaded on the ICEGATE website, before filing.

Questions and answers

Where do I apply for registration as an importer of weights and measures?

On the Unified Dashboard for LPCOs under the SWIFT portal of ICEGATE. The advisory of 28 September 2026 says filing the application on the Legal Metrology portal will not be required from now onwards.

Can the fee for the Legal Metrology certificate be paid on ICEGATE?

Yes. Payment of fees is one of the dashboard features listed in the advisory, along with status tracking, replies to officers’ queries and download of the certificate.

From when is the MNRE Concessional Customs Duty Certificate on SWIFT 2.0?

With effect from 7 August 2026. The advisory lists live status tracking and view / download of the CCDC as the features.

Is the Coffee Board export permit on SWIFT 2.0?

Yes, with effect from 27 July 2026. Exporters can track the application status and view or download the Export Permit Certificate.
