The change already made
At the event marking ten years of India’s Authorised Economic Operator Programme, Member (Customs), CBIC said documentation under the Eligible Manufacturer Importer (EMI) Scheme has been rationalised through Circular No. 39/2026-Customs dated 3 September 2026: the documents to be uploaded come down from ten to three, with effect from 15 September 2026.
AEO improvements said to be under consideration
- A unified Standard Operating Procedure for uniform processing across zones
- A clear checklist for applicants and Zonal AEO Programme Managers
- A single-deficiency approach, and time-bound processing
- Copying of deficiency communications to the applicant
- A clarified position on financial solvency
- Stronger dedicated Client Relationship Managers and trained validators
These are described as under consideration; they are not in force yet.
Where the programme stands
As of the date of the release, 5,967 entities — importers, exporters, manufacturers, customs brokers, logistics operators and warehouse operators — hold AEO certification. The current framework was introduced through Circular No. 33/2016-Customs. The CBIC Chairman described the EMI Scheme as a stepping stone to the higher AEO tiers.
